2003-04-11Parking and Traffic Commission Public Meeting Minutes - April 11, 2003 Page 1 CITY OF BEVERLY, MASSACHUSETTS PUBLIC MEETING MINUTES BOARD OR COMMISSION: Parking & Traffic Commission SUBCOMMITTEE: DATE: April 11, 2003 LOCATION: Third floor copy room, City Hall MEMBERS PRESENT: Dennis Tarsook, Clark Mitchell, Robert Mead, Leah Zambernardi MEMBERS ABSENT: Sue Mueller OTHERS PRESENT: Debra Hurlburt RECORDER: Leah Zambernardi Zambernardi calls the meeting to order at 10:00 a.m. and states that the purpose of the meeting is to review two applications for site plan review currently in front of the Planning Board. Jaspal Gill c/o Brian DiLuiso, Winter Street Architects /One Stop Market and Liquors/174 Rantoul Street: Zambernardi states that the purpose for this meeting is for Site Plan Review #74-03. The applicant proposes to renovate the existing 1,535 s.f. single-story convenience market and to add a proposed 2,002 s.f. single-story addition. Brian DiLuiso of Winter Street Architects speaks on behalf of Jaspal Gill. He presents plans for the project. Tarsook notes that there are several curb cuts on site and states that there is a very narrow curb cut on the Broadway side of the lot near the edge of the property line. He asks if this could be closed off. DiLuiso states that people currently park along Broadway and block this curb cut. He states that it is preferable to block it off, however they would look to the City to do this. Gill adds that a sign could be placed noting no entrance. Mitchell asks where the loading areas would be. DiLuiso states that loading is through the main entrance and that trucks use the regular parking spaces to park their trucks. Zambernardi notes that circulation at the corner of the site is problematic. She asks Tarsook if he has suggestions regarding how to improve circulation. Tarsook states that there are no recorded accidents at this location. He states that the situation is functional although it is not preferable. Tarsook makes a motion to recommend that the Planning Board approve the site plan. Mitchell seconds the motion and it is passes unanimously (4-0). Alexander/Prescott Farms/ off Boulder Lane: Zambernardi explains that this meeting is for Site Plan Review #73-03. The proposal is for 69 units of age restricted (over age 55) residential housing units on 40.4 acres of land. Attorney Tom Alexander, Kevin Geaney of Miles Group and Michael Guiliano of Meridian Engineering present the plans. Mitchell states that the access situation is not ideal. Guiliano states that a second access is not a viable option because it would require filling and wetlands crossing, which is not favorable to the Conservation Commission, the Army Corps of Engineers or the EPA. Attorney Alexander states that travel time up Route 128 would be efficient. Guiliano adds that each unit would be sprinklered and there are hydrants throughout the development. Mitchell asks about street widths and cul de sac radius. Guiliano states that street widths would be 24 feet and cul de sacs would have no less than a 45 feet radius. Zambernardi asks the grade. Guiliano states the grade reached 6 percent at the beginning of the development and is less in the rest of the development. Attorney Alexander states that Boulder Lane is a City road, plowed by the City. He states there will most likely be limited City services present. The development will assume responsibility for plowing and trash pickup. Hurlburt asks about sidewalks. Guiliano states there will be a sidewalk on one side of the street. Guiliano states that traffic counts indicate that the a.m. peak period would generate 26 car trips and the p.m. peak period would generate 30 trips mostly because people in the development will not have full time working schedules. Hurlburt asks what these figures are based upon. Guiliano states that these figures are based on data collected at three similar developments. Zambernardi asks if those developments are similar in scale. Guiliano states that two were larger developments and one was smaller. Tarsook asks about curbing. Guiliano states it would be sloped granite curbing. Tarsook asks if the applicant has addressed issues such as site distances and stop signs at Boulder Lane’s intersection with Grapevine Road in Wenham. Attorney Alexander states that they intend to get the Site Plan Review component done first. Tarsook states that this should be addressed with Wenham because it could cause problems for the development in Beverly. Zambernardi asks about snow storage and treatment of roads. Attorney Alexander states this would be addressed at the Conservation Commission and at the Planning Board because a Special Permit is required for this use in a Watershed Protection Overlay District. He would like to postpone a vote on this matter until the Fire Chief’s input can be obtained. Mead, Tarsook, Zambernardi and Mitchell agree to table the discussion for a recommendation until the comments of the Fire Chief are submitted. Zambernardi will schedule a follow up meeting upon receipt of his comments. The meeting adjourned at 10:40 a.m.
