2000-05-10CITY OF BEVERLY MASSACHUSETTS PUBLIC MEETING MINUTES BOARD OR COMMISSION: SUBCOMMITTEE: DATE: LOCATION: MEMBERS PRESENT: MEMBERS ABSENT: RECORDER: Parking and Traffic Commission May 10, 2000 Beverly City Hall Tina Cassidy, Dennis Tarsook, Bruce Palmer, Pam McGrath Robert Mead Tina Cassidy Cassidy calls the meeting to order at 11:00 a.m. She explains that a revised site plan has been submitted to the Planning Board for the so- called "White Hen" plaza owned by Marciano Bass River Trust at 240-250 Elliott Street. Carmen Marciano and his attorney, Thomas Alexander, are present. Alexander explains the nature of the changes that have been made to the site plan as a result of plan review by the Department of Environmental Protection. The public walkway has been widened to ten feet, and extends farther along the river than shown on the previous plan. The owners have agreed with DEP that if an abutting property under their control is redeveloped in the future, they will extend the walkway around that site as well. A proposed second story on one of the buildings has been eliminated, and building footprints changed slightly, mostly to accommodate the wider walkway. Overall, the square footage of building area on the site will be less with the revised site plan than was shown on the original plan. As a result, there is now more than sufficient parking on the site to meet the parking requirements of the zoning ordinance. Members review the plan. Palmer asks if there is a way to reduce one of the islands in the rear parking lot near the drive-through lane to provide additional turning area. Tarsook notes that if the island were cut back it could create an unsafe condition for any car parked in the last parking space. Palmer agrees with Tarsook, and will not request the change. Following the Board's discussion, members vote to advise the Planning Board that the site plan meets with the Parking and Traffic Commission's approval. There being no other business, the meeting is adjourned at 11:30 a.m.
