2000-06-30 CITY OF BEVERLY PUBLIC MEETING MINUTES BOARD OR COMMISSION: Parking and Traffic Commission SUBCOMMITTEE: DATE: June 30, 2000 LOCATION: Beverly City Hall MEMBERS PRESENT: Dennis Tarsook, Richard Philpot, Tina Cassidy MEMBERS ABSENT: Bob Mead, Pam McGrath RECORDER: Tina Cassidy Cassidy opens the meeting at 9:00 a.m. and explains that the new owners of the former Commodore Restaurant site have filed a site plan with the Planning Board. In accordance with the Zoning Ordinance, the Parking and Traffic Commission must review the application and make a recommendation to the Planning Board for its consideration. Attorney Thomas Alexander, representing the property owners, introduces owners Arthur and Paul Kourkoulis, Eric Lane from Hayes Engineering, and Jack Kelleher from Kelleher Construction. He explains that the old restaurant will be torn down and replaced with a new 200-seat restaurant. Two new retail buildings of 31,920 sq. ft. and 13,585 sq. ft. will be constructed. There will be some parking underneath the retail buildings and additional surface parking on the site. All traffic aisles will be two-way traffic aisles and a minimum of 24' in width. All parking spaces will meet the minimum size requirements listed in the zoning ordinance. Members discuss the plan. Tarsook asks where the dumpsters will be located on the site, and Alexander points out the locations. Members feel there should be a condition on approval of this site plan that the dumpsters not be serviced between the hours of 8:00 p.m and 7:00 a.m. There are other retail locations in the City that abut residential neighborhoods and the City has had problems with early morning noise disrupting the residential neighborhoods. Following a brief discussion, the consensus of the commission is to recommend to the Planning Board that approval of this site plan should he conditioned on the dumpsters not being serviced between the hours of 8:00 p.m and 7:00 a.m. Philpot asks what the ceiling height will be in the under-building parking areas. Kelleher answers that while he doesn't have the exact figure, the height will be similar to that at Dodge's Crossing. It will not be designed to allow trucks to use the parking areas. Cassidy asks if there are any other comments from members of the commission. Hearing none, she states that the hearing will be held on July 10th, and that she will write a letter to the Planning Board explaining today's decision. The meeting is adjourned at 9:20 a.m.
