Walsh, Jr., Director of Public Health, Paul Rhuda, Land Developer, and Robert Russo, Plumbing and Sanitary Inspector. Recorder: Joseph W. Walsh, Jr. SPECIAL MEETING - BOARD OF HEALTH - December 22, 1972 Meeting called to order at 7:25 p.m. Members present were Dr, Jacob H. Fine, Chairman; Angelo R. Massa and A. Joseph Callahan, Jr. Also attending were Joseph W. Walsh, Jr. Director; Paul Rhuda, Land Developer; Robert Russo, Plumbing and Sanitary Inspector. The purpose of this special meeting was to discuss the proposed "Old Fort Estate" sub-division owned by Mr. Paul Rhuda and to be located off Paine Avenue, Prides Crossing, Massachusetts for the purpose to render a decision to the Beverly Planning Board from the Board of Health either approving or disapproving the sub-division plans as submitted to them. The Board of Health reviewed the sub-division plan and other data. The Board of Health discussed the merits of all the data submitted by the proponents and opponents of the proposed sub-division and after discussing the various options open to them on a motion made and seconded voted unanimously to approve lot #1 and lot #4 because the existing septic systems on these lots are not our prerogative to refuse. Also, the Board of Health unanimously voted not to approve lots #2, #3, #5, #6, #7, and #8 because these lots are unacceptable at this time for lack of specific information relative to percolation rates at the proposed septic system locations and because the unavailability of an on-site inspection of the proposed sub-division by the Board of Health because of weather conditions at this time of the year. The Board of Health wants the record of this special meeting to show that by its vote it is not the Board's intention to forestall progress nor it is not intended to shut off development, but to give the Board of Health more time to get the specific information needed.
