Cassidy calls the meeting to order at 11:00 a.m. She explains that the purpose of this
meeting is to review a proposal received from BETA Group, Inc. for consulting services
for the City's downtown off-street parking lots.
Kevin Aguiar and Michael Geiser from BETA are present at the meeting to explain their
written proposal (see file). Aguiar explains the scope of services proposed by BETA.
Cassidy states that she has several issues with respect to the proposal, and asks members
if they would like to ask questions or whether she should list her concerns at this point.
Cassidy lists the following concerns with respect to the scope of services:
The final base maps to he generated during task #3 should he provided on both
mylar and bond paper. BETA has no problem amending the proposal
accrrdingly.
The conceptual design phase should include the design of uniform signage for the
lots themselves and the signage used to direct people to the lots. BETA states that
they understood that was one of the requested work items, and will insure the
proposal is specific and clear on this point.
The number of public workshops associated with phase #2 should be reduced to
one. Members concur that one workshop at this stage is sufficient, and BETA
agrees to reduce the number to one, with the understanding that this commission
will act as a resource during, the early design stages.
The final concept plans should be prepared on both 11l"x 17' and 24" x 36"
format. BETA agrees with that amendment.
The designs should evolve from conceptual to 75% design stage directly, with no
intervening (25% design) steps. Members concur that this is appropriate for this
project, and BETA will revise the proposal accordingly.
The number of public meetings proposed for this phase should be reduced to one,
with a meeting of the Parking and Traffric Commission substituting as a second
meeting. Members concur that one public meeting for this phase is sufficient, and
suggest that if additional public meetings are ultimately deemed necessary, they

can be billed at an hourly rate, which should be included in the proposal. BETA
agrees to make this change.
After a brief discussion, BETA agrees to revise their proposal as requested, and the
Commission asks that the revised proposal include a revised project fee to reflect the
changes in scope agreed to this morning.
BETA premiss to revise the proposal within a few days and submit revisions directly to
Cassidy. She states that she will send out copies of the revisions to members as soon as
she receives them
There being no other business for the commission to conduct, the meeting is adjourned at
11:50 a.m.
