several site plan review applications that will be I~ed by the Commission this morning. The plans
have been filed with the Planning Board, and the Zoning Ordinance requires that the Co..-~i~sion
review all site plans and provide recommendations to the Planning Board for its consideration.
First on the agentis is a site plan for 102 ~emLHffi Drive Subre?tied by the Fhtley Company. The
company intends to build a 105,300 sq. fL ofiiee/nmufactu~ng building; 9,000 sq. ft. of that figure
would be for future floor area expansion finceded. Relxesentatives of the company explain the plan
and the parking and traffic rehted components in detail; all driveways will have a niinnn width of

both ~ Hill Drive and Sam Fonzo Drive. The Conmission votes to inform the Planning Board
Next on the agenda is a review of the site plan subn~ed for the former Ha~ Halm restmntnt on
Enon Street The site plan was rex4ewed at an earlier Commission meeting, and has been modified to
parking spaces and one and two-way traffic aisles meeting the minimum requirements of the zoning
ordinance, and the owner is continuing to work with the City's Engineering Depammm to gain State
approval for the curb cut design shown on the plan; preliminary indications are that the State will prefer
the new curb cut design to the original
Following the Cotmtission's d~cuss~m rrembers voted to recorranend to the Planning Board that a
"low clearance" sign be erected at the ~om of the new retail building at the extreme southwestem
corner of the structure warning motorists of the low height of the bank's drive-through canopy
structure, and that a condition be placed on approval of the plan stating that no trash collection
activities or store deliveries be allowed on the site between the hours of S:00 p.m. and 7:00 ~m.
Next on the agenda is a review of a site plan submitted for an existing commercial/residential structure
at 30 West Street. The owners of the property iraend to add a third story to the building to expand the

amotmt of living space in the second floor residemial unit. No alterations will be made to the building's
footpih,t. Following a brief discussion, members vote to inform the Planning Board that it has no
parking or Wattc related concerns with the site plan.
Several members of the Commis~n voiced concern about the width of the proposed right-of-way.
The applicant is proposing a 15' wide access road, and members were concerned that this would not
provide edequate space for two vehicles to pass if they met on the right-of-way. The possib~ty of a
fence or pim~ti,g~ along the property / right of way line in the future which could obscure sight
distances for drivers was also of eoneerrt Tarsook notes that the Planning Board's original condition
l;,,fillng the size of trucks emering and exiting the site to 12 ~ tom was somewhat inconsistent with
City ordhmnees, and should probably be amended to 12 tons for consistency. Lastly, the Coa~,,fi.x~ion

Following the discussion, members voted to reeo~,~xl to the Planning Board that it consider
conditioning approval of this site plan on the ~Mbwing:
That the Board modify its earlier condition to permit only trucks weighing twelve (12) tom or
less to access the site (the previous condition set a 12.5 ton limit, but 12 tons would be
consistent with City ordinances;
That a mininmm of a twenty (20) foot wide right of way for access over and through the lots
That no business activities be allowed on the site between the hours of 8:00 p.m. and 7:00
and that all business activities be consistent with the City,s noise control ordinance.
Lastly, although review by the Parking and Tic Cow,~ion is not formally required, members
briefly discuss an application filed with the Planning Board by Richard and Ronald Bovio for a waiver
from the frontage requiremems of the zoning ordinance in accordance with M.G.L. Chapter 41,
Section 81-R for property on EIliott Street. Members had no concems with the plar~
