1999-12-07CITY OF BEVERLY, MASSACHUSETTS PUBLIC MEETING MINUTES BOARD OR COMMISSION: SUBCOMMITTEE: DATE: PLACE: MEMBERS PRESENT: MEMBERS ABSENT: OTHERS PRESENT: RECORDER: Parking and Traffic Conmission December 7, 1999 Beverly City Hall Chairman Tim Cassidy, Dennis Tarsook, Bob Mead, Pam McGrath, Brace Palmer Tina Cassidy Cassidy calls the meeting to order and informs members that the commission is meeting to review a site plan review application filed by Cum/ings Properties to construct a two-level parking deck on theft property. The Planning Board will be discussing the project at its upcoming meeting on January 18th. Mr. Brace Oveson of Cummings Properties addresses the Board and explains that a two-level parking deck is proposed for the end of the building on the site numbered as "800-900" C'mmi~s Center. He states that there is a need to expand parking capacity on this site, and that the employees searching for parking spaces are creating additional traffic mevemems on the site that would be eliminated with a new structure. He states that the area on which the deck would be built currently has 104 parking spaces. That number of surface spaces would increase to 106 spaces with the deck; the first level of the deck would bold 81 spaces, and the top deck would have 84 spaces. In total, the project will create another 167 spaces on the site. He states that the structure will be 24'6' in height. There will be two exit stairways and the paths leading from those exits to the 100 Cummings Center building will have a textured surface to distinguish tknn ~om the driveways. Cassidy explains the history of Chapter 91 licens~.g on this site. In suna~ary, the existing garage and this structure both need Chapter 91 licenses. Internal issues at DEP have prevented that agency t~om issuing a permit for the garage that is already completed, and the lack of a license has meant that the negotiated public walkways have not yet been constructed. Members of the Board suggest writing a letter to Mr. Thomas Magulre at DEP urging the agency to issue the Chapter 91 license for the existing garage. Members discuss the design of the proposed deck and have no issues or concerns with its construction.
