BOARD OF HEALTH - MONTHLY MEETING - FEBRUARY 3, 1972
Meeting called to order at 5:30 p.m. Members present were Dr. Jacob H. Fine, Chairman; Angelo R.
Massa and A. J. Callahan, Jr., members; Joseph W. Walsh, Jr., Acting Director of Public Health.
Also attending were Robert Russo, Plumbing Inspector; Leo L. Panunzio, Milk and Food Inspector;
Alfred J. Semple, and Richard Montoni, Code Enforcement Inspectors; Ernest Curelli, Sanitarian; and
Anthony Ventresca, Code Enforcement Trainee.
The minutes of the January 6, 1972 meeting were accepted as mailed. The monthly reports of the
various staff members were read and the monthly bill schedules were signed.
EXECUTIVE SESSION: Appointment of permanent Director of Public Health
The Board of Health suspended the agenda and went into Executive Session for the purpose of
interviewing individually Mr. Leone L. Panunzio and Mr. Joseph W. Walsh, Jr., candidates for the
permanent appointment of Director of the Beverly Health Department, and the only candidates who
passed the promotional competitive Civil Service Examination held on July 23, 1971 for the position.
The Beverly Board of Heaith after a lengthy discussion in Executive Session with both candidates for
the position opened the meeting to the public and nominated Joseph W. Walsh, Jr., and on a motion
duly made and seconded, voted unanimously to appoint Joseph W. Walsh, Jr. to the permanent
position of Director of Public Health for the City of Beverly, Massachusetts.
OLD BUSINESS
Mental Health
Mr. Herbert Wostrel, President of the Greater Cape Ann Human Services, Inc.; Mr. Troy, Program
Administrator; and Dr. Cutter, Program Director, appeared as requested before the Board of Health
to discuss their program and explain to the Board the services rendered by the Mental Health
Program to Beverly residents.
The Board of Health discussed the present structure of the Mental Health group to provide the Board
of Health with up-dated statistics and to send these statistical reports to them on a quarterly basis
rather than once a year as they are presently doing.
The Board of Health discussed the present structure of the Mental Health group's Board of Directors
and suggested that they study the make up of the membership in relation to providing better regional
representation rather than have all Board members coming from specific areas or regions.
The Board of Health discussed in detail how cases were referred to the Mental Health Association,
confidentiality of patient records, clinic costs, patient discharge rate, and suggested a better means
of communication between the mental health group and the Beverly Board of Health be established.
The Board of Health explained to the representatives of the Greater Cape Ann Human Services, Inc.
that they had increased their appropriation, in our 1972 Budget, from $7,627.00 to $10,000.00.
The meeting adjourned with both parties agreeing that the meeting had been productive and
informative and that the Director would be in contact with Mr. Troy periodically for a progress report
regarding services provided to Beverly residents.
Garbage Bids for 1972-73
Mr. Joseph W. Walsh Jr., Director, opened the Garbage Contract Bids for the one (1) year period
from March 21, 1972 to March 20, 1973 with garbage to be collected once a week. The following
bidding contractors were in attendance: Roy Ferreira, Joseph Erias, John Contoni, Albert Lawler,
Anibal Teixeira, and Fred Waselchuk
The individual bids for each district were opened and read in public. The bids submitted for each
district were as follows:

The Beverly Board of Health thanked the contractors for bidding and took all the bids under
advisement.
The Board of Health instructed the Director to take pictures of all the bidder's trucks and inspect their
piggeries before the March meeting. He was also requested by the Board to meet with the Mayor and
City Solicitor to discuss these bids and what the Board's position is as to the awarding of said bids.
The Director to submit his report at the March meeting.
North Shore Music Theatre
Mr. C. Henry Glovsky, member of the Board of Directors, appeared before the Board of Health and
requested that because of our agenda being behind schedule, a continuance of his meeting with the
Board until the March meeting be granted.
The Board granted Mr. C. Henry Glovsky's request of a continuance until the March 3, 1972 meeting.
Transportation of Septic Tank Wastes
Mr. Robert Osgood of 84 Forest Street, Danvers, Massachusetts, owner of Country Clean Septic
Tank Pumping Service appeared before the Board of Health to request a permit to conduct his
business in Beverly. He brought as requested by the Board, a picture of his equipment and licenses
issued to him by neighboring communities. Mr. Osgood explained to the Board that he has received
numerous inquiries from Beverly residents for him to pump their septic tanks and would like a license
for conducting his business in Beverly from the Board of Health.
After a brief discussion, the Board on a motion duly made and seconded voted unanimously to grant
the license.
Mr. Joseph Jaslowich of Joy Lane, Ipswich, Massachusetts, owner of the Joy Cesspool Service
appeared before the Board of Health to request a permit to conduct his business in Beverly. He
brought, as requested by the Board, a picture of his equipment, licenses issued by neighboring
communities, and a list of his customers in Beverly. Mr. Jaslowich explained that he had been
providing his services to Beverly residents for several years and requested the Board grant him a
license.
After a brief discussion, the Board on a motion made and seconded, voted unanimously to grant the
license.
