MINUTES

Members present:
Traffic Sergeant Dennis Tarsook, Fire Captain Bruce Palmer, City Planner
Tina Cassidy. Also present: Attomey Thomas Alexander, David Pagel.
This meeting of the Parking and Traffic Commission is opened at 10:30 a.m. Cassidy explains
that the purpose of this meeting is to review and comment on a site plan application that has
been submitted to the Planning Board. The site plan calls for the construction of a new
McDonald's restaurant at 224 Elliott Street on the property now housing a Stop & Shop. Cassidy
explains that the language of the site plan review section of the Zoning Ordinance dictates that
all site plans be submitted to the Parking and Traffic Commission, which has an advisory role
to the Planning Board as part of that board's deliberations.
Mr. Pagel reviews the proposed site plan with the members. Attorney Alexander states that the
City' s Design Review Board has already met to discuss the plan and has written a letter to the
Planning Board. Cassidy summarizes that letter (see file).
Pagel explains that sixty-one parking spaces are being proposed on site, which is more than the
minimum required by the City's zoning ordinance. Cassidy asks how wide the aisles are on the
site. Pagel says they vary from 20' to 24' in width. Because all aisles will be one-way traffic
aisles, the minimum widm requirement is 18', so all aisles will exceed that. Tarsook and Palmer
ask how the dumpster will be emptied given the one-way traffic pattern of the aisle. Pagel
answers that the dumpster is emptied by a truck that lifts the dumpster over the front of the cab,
so the proposed traffic pattem will not be problematic. Palmer asks what the seating capacity
of the restaurant will be, and what percentage of customers they expect will use the drive-through
window for ordering. Pagel responds that while the company has not finalized the interior
seating plans, the capacity will likely be between 55 and 70 seats. The footprint of the restaurant
will be smaller than the existing McDonald's in North Beverly, and they expect approximately
50% of their customers will use the drive-through window.
Following this discussion, the Commission decides to recommend approval of the site plan, with
no suggested amendments from this commission.
