1997-01-15ORDINANCE REVIEW COMMITTEE MINUTES January 15, 1997 The Ordinance Review Committee held a regular meeting at Beverly City Hall on Wednesday January 15, 1997 which meeting was called to order at 7:30 P.M. PRESENT: Mary Grant, Jerry Parisella, Tom Alexander, Elizabeth LeBrun, Roy Gelineau and Crystal Atherton.. The Committee discussed the fact that we are unable to complete our report which was due one year from our date of appointment, January 6, 1997. Some members thought we should request a formal extension of a month from the Mayor, the appointing authority for this Committee. After discussion, it was decided that ifwe worked diligently overthe next two weeks that we could finish out task and present the ordinances as we have drafted them, knowing that we are an advisory committee only and that the ordinances we draft must still stand the scrutiny of the council and the mayor. We broke the work into four section which represent the four Articles of the new Ordinances that we are proposing: Article I. - General Provisions has been completed. All members have reviewed it and we have sent our suggested changes to Atty. Curran. Article II. We have all reviewed this section at one of our meetings; however, so much of what was in the old ordinances no longer applies under the new Charter that we asked Atty Curran to provide the Committee with samples from other Cities with a similar style of government of how their Council sets up its Standing Committees. Atty Curran did provide us with several sets of ordinances covering this area. Mary Grant agreed to review all of this material and report back to the Committee. Article III. Tom Alexander and Crystal Atherton agreed to met and go over the material in this Article which covers Administrative Officas of the City including the Boards and Commissions. Article IV. Departments of the City. This is a very long section and covers all of the new departments created both by the new Charter and by the Mayor' s Reorganization Plan. We broke this into two sets of approximately 25 pages with Roy Gelineau reviewing and reporting on the first set and Gerry Parisella the second half. Elizabeth LeBrun offered to review the remainder of the old Ordinances and provide the Committee with a synopsis of the work to be finished by the next Committee to be appointed in January by the Council. It was agreed to met again the following Wednesday, January 22, 1997 at 7 o'clock to finish up our work. Adjourned. Respectfully submitted, Crystal Atherton
