Walsh, Jr. BOARD OF HEALTH - MONTHLY MEETING - MARCH Z 1972 Meeting called to order at 6:30 p.m. Members present were Dr. J. H. Fine, Chairman; Angelo R. Massa and A. J. Callahan, Jr., members; and Joseph W. Walsh, Jr. Also attending were Herbert F. Grimes, Mayor; Thomas Bussone II, Assistant City Solicitor; Robert Russo, Plumbing Inspector; Leo L. Panunzio, Milk and Food Inspector; Richard Montoni, Code Enforcement Inspector; Ernest CureIll, Sanitarian; and Anthony Ventresca, Code Enforcement Inspector. OLD BUSINESS Music Theatre Mr. C. Henry Glovsky, member of the Board of Directors for the North Shore Music Theatre, met with the Board to discuss the proposed installation of toilet facilities at the Terrace Restaurant and as requested by the Board, submitted a preliminary plot plan of the proposed toilet facilities and, after a brief discussion, requested that the Board of Health grant the Music Theatre a one (1) year postponement of the effective date (as indicated on our letter of 9/3/71 ). The Board of Health tabled his request until the Board of Directors of the North Shore Music Theatre submits to the Board of Health a letter of intent outlining their plan if the Board of Health granted the one (1) year extension. Mr.C. Henry Glovsky to submit the required letter at the April 6 meeting Garbage Contracts for 1972-73 The Beverly Board of Health discussed in detail the awarding of the 1972-73 garbage contracts and it was the determination of the Board of Health that in their judgement, and when taking into consideration previous experience with the bidders and the Board of Health, the continuity of service for the residents of the respective districts, the knowledge of the City of Beverly of the bidders, and the nominal difference in the amounts bid, that the lowest responsible bidder was: District #1. Anibal Teixeira District #2. Eastern Contract Disposal District #3. Eastern Contract Disposal District #4. Fred Waselchuk District #5. Albert Lawler District #1. On a motion made and seconded, the Beverly Board of Health voted unanimously to award the contract to collect garbage for a one (1) year period to Anibal Teixeira and Son, 45 Farm Avenue, Peabody, Massachusetts for an annual cost of seventeen thousand dollars ($17,000.00). District #2 On a motion made and seconded the Beverly Board of Health voted unanimously to award the contract to collect garbage for a one (1) year period to Eastern Contract Disposal, Inc., Boxford Road, RowIey, Massachusetts for an annual cost of twenty-seven thousand, two hundred and fifty dollars ($27,250.00). District #3 On a motion made and seconded the Beverly Board of Health voted unanimously to award the contract to collect garbage for one year (1) period to Eastern Contract Disposal, Inc., Boxford Road, Rowley, Massachusetts for an annual cost of fourteen thousand and twenty five dollars ($14,025.00). District #4 On a motion made and seconded the Beverly Board of Health voted unanimously to award the contract to collect garbage for a one (1) year period to Fred Waselchuk, r200 Lynnfield Street, Peabody, Massachusetts for an annual cost of twenty one thousand five hundred dollars ($21,500.00). District #5 On a motion made and seconded the Beverly Board of Health voted unanimously to award the contract to collect garbage for a one (1) year period to Albert F. Lawler, 45 Hart Street, Beverly Farms, Massachusetts at an annual cost of fourteen thousand five hundred and ninety dollars ($14,590.00). NEW BUSINESS Housing Code Reports The Board of Health discussed the systematic inspection as requested by Mayor Grimes of the Gloucester Crossing area of Beverly by Code Enforcement Inspectors and members of the Beverly Fire Department's Fire Prevention Bureau. The Board discussed in detail whether to make public, at this time, our inspection reports. The Director reported that forty-seven (47) violation notices had been sent to property owners giving them thirty (30) days to correct the violations listed on the notices. Mr. Walsh reported that all the notices had been sent by certified mail and his code enforcement staff would be re-checking at the end of the thirty day period to see if all the violations listed had been corrected. The Board of Health instructed the Director to submit to the Mayor for public release, at this time, a general report stating the types of violations noted by the Code Inspectors, but to refrain from giving specific property owners and street addresses being in violation of Article II. The Director to submit a progress report at the April 6, 1972 meeting. Report of Mr. Manuel Prado to stable horses The Director submitted to the Board a request from Mr. Manuel Prado of 186 Hart Street, Beverly Farms, Massachusetts to stable three (3) horses on his property. Mr. Joseph W. Walsh, Jr., Director, stated that he had followed the established procedure of sending by registered mail letters to all abutters to the Prado property and had received one letter in favor of issuance of the permit and none opposed. Mr. Walsh stated he had made the required on-site inspection and found the conditions ideal for a paddock area and stable. After a brief discussion, the Board of Health on a motion made and seconded voted unanimously to issue a pennit (not to exceed three horses) to Mr. Manuel Prado. Sanitarian's Test Mr. Joseph W. Walsh, Jr., Director, requested permission from the Board of Health to request that a promotional examination for the position of Sanitarian for the Beverly Health Department be written by Civil Service. The Board of Health approved the Director's request and he will submit his recommendations at the April 6, 1972 meeting. Code Enforcement Trainee Mr. Joseph W. Walsh, Jr., Director, reported that the City Planner was requesting that temporary Civil Service forms explaining the duties of the Code Enforcement Trainee be filled out by the Director and sent to Civil Service. Mr. Walsh explained that the forms were for a temporary position not to exceed two years and suggested that the following remarks be entered on the application, "The Board of Health is not requesting an examination; this position is being filled by a person employed by the Federal Equal Employment Act of 1971 ". The Board approved the signing of the application with the Director's suggested addition included. Nurses Request for Grade Change "The Honorable Herbert F. Grimes, Mayor and Board of Aldermen City Hall Beverly, Massachusetts 01915 Gentlemen: Once again the Beverly Board of Health is officially going on record by recommending that the Public Health Nurse's position be upgraded in the Yarger Pay Schedule from Grade 12, the non-professional scale, to Grade 16, the professional scale. Joseph Callahan, Jr., Member" The Board members signed the above letter to Mayor Grimes acknowledging the nurses' request for a grade change on the Yarger Pay scale. Transportation of Septic Tank Wastes The Director informed the Board of Health that a Mr. Ronald B. Strong of 122 Western Avenue, Gloucester, Massachusetts was interested in obtaining a pennit for pumping and disposing of sewerage wastes collected from Beverly residents. After a brief discussion the Board requested the Director have the applicant appear at the next Board meeting to tell the Board who his Beverly customers are, type of equipment he has, and any other information he feels is needed to approve his request. The Board tabled further discussion until their April 6, 1972 meeting. Letter to Mayor regarding Dump Appropriation The Board of Health discussed the need for a sufficient amount of cover material at the sanitary landfill as required by the Massachusetts Department of Public Health. The Board members were disturbed when informed by the Director that the Mayor and Finance and Property Committee of the Board of Aldermen had considerably lowered the Public Works Department's requested budgeting appropriation for cover material. The Board of Health instructed the Director to send a letter to the Mayor and Board of Aldermen outlining their feelings and the State requirements regarding the use of cover material at the municipal sanitary landfill.
