Regular Meeting
August 1, 1996
Meeting was called to order at 7:30 p.m. at Beverly City Hall.
Present: Roy Gelineau, Jerry Parisella, Mary Grant, Arthur Powell, Crystal Atherton and
Michael Curran.
Began to make a work plan to put closure on sections of the Ordinances already
reviewed.
Plan to set up a feedback process with the mayor and the city solicitor on an ongoing
basis if possible.
Suggested Outline:
Article 1 - General Provisions
Article 2 - Elective Provisions
Article 3 - Administrative Provisions
a)Multiple member bodies
b) Individual positions
Article 4 - Superdepartment explanation
Other issues: money transfers
- need to review the charter for individual references to ordinances.
Inconsistencies in mayor's new administration and the charter can begin to be
addressed with mayor via a meeting.
eg. I - City Solicitor's Assoc. has an updated, clear set of duties. Should we
put new ones in? Agreed to use solicitor description that is stated by the
standard setting group.
2 - Requirement of the solicitor being a Beverly resident. Should we
leave it in?
3 - How is the mayor going to coordinate all these agencies and why?
eg. Tom Scully is appointed by the Library Trustees and in his new
role oversees the trustees.
4 - No description of the functions and positions in Community Service
5 - D-3-B of Municipal Finance is not in alignment with the current
proposed reorganization.
