1996-04-11 MINUTES OF THE REGULAR MEETING
OF THE ORDINANCE REVIEW COMMITTEE
The regular meeting of the Ordinance Review Committee was held on Thursday
evening April 11, 1996 in the Alderman's Chamber, City Hall, Beverly, MA.
PRESENT: Jerry Parisella, Crystal Atherton, Arebur Powell, Mary Grant, and Roy
Gelineau.
ABSENT: Thomas Alexander and Elisabeth LeBnm.
Crystal introduced Attorney Michael Curran, the attorney who has worked with the
Charter Commission and had drafted the Charter, to the members of the Committee.
Mr. Curran spoke to the members concerning the scope of the work before us. He
outlined that work as ( 1 ) reviewing and identifying every ordinance which is no
longer consistent with the charter and must be repealed; (2) drafting of new
ordinances to bring the charter into compliance; (3) reviewing the charter and
draf~g new ordinances needed to "flesh out" new charter provision. Crystal
agreed to send Atty. Curran a photostat copy of the Beverly Revised Ordinances.
We also discussed the appropriateness of including the Mayor and the Council in
the reviewing and drafting process as Arty. Curran pointed out it is the Council that
will be the body that ultimately passes the ordinances that we recommend.
The members discussed obtaining copies of ordinances from other cities and
neighboring communities (Lynn, Gloucester, Newton ) which have some of the
departments that we will be drafting orclinances for and that are new to Beverly
under the new Charter i.e. Human Resource Department; the Finance Department
and the Planning and Economic Development Departments, which are part of
Article 5 of our new Charter.
We also talked about the possibility of obtaining aid money from the Municipal
Incentive Program 0iOCD - Municipal Grants). Some funds may be available that
would assist the City in paying salaries for new positions that are required such as
the "Budget Analyst position" and the "Human Resource Director".
There is an apphcation process and perhaps we could get on the list for assistance.
Crystal said she would check with the Grants Depm~hnent of the City to find out if
any such funds may be available and what the procedure is to be considered for
these funds.
Copies of a letter given to the Mayor requesting an appropriation to hire Mr. Curran
was given to the members along with a letter from Mike Curran outlining the work
that needs to be done. Mary and Crystal had met with the Mayor earlier in the week
and he has agreed to submit a request for this appropriation to the Council and
recommend that the Council pass it.
The next meeting will be held on April 25, at 6:45 in City Hall, Third Floor.
