1996-02-29 MINUTES OF THE REGULAR MEETING OF THE BEVERLY ORDINANCE REVIEW COMMITTEE The regular meeting of the Beverly Ordinance Review Committee was held on Thursday evening February 29, 1996, in the Council Committee Room, City Hall, Beverly, MA. PRESENT: Thomas Alexander, Roy Gelineau, Jerry Parisella, Crystal Atherton, Arthur Powell, Mary Grant and Elisabeth LeBrun. The Committee discussed the following issues: (1) the time and place that it would be most convenient for all members to attend meetings. Everyone of the members having commitments every other evening of the week, Thursdays evenings was chosen at this tune for the best time for the committee to meet; (2) whether or not it would be advantageous to seek expertise legal assistance in our task of bringing the ordinance into compliance with our new Charter; (3) to elect a Chairman and a Clerk of the Committee. Upon motion duly made and seconded, it was VOTED: to advertise for an attorneys with municipal experience to assist the Committee in reviewing the ordinances of the city for the purpose of preparing suggested revisions to bring the ordinance into conformity with and to fully implement the provisions of the charter. Crystal agreed to prepare the advertisement and check with both the City Solicitors and Town Counsel Association and the Massachusetts Municipal Association to find out when their next publications could publish this advertisement. Upon motion duly made and seconded, it was VOTED: to name Cry;tat Atherton as Chairman of the Beverly Ordinance Review Committee. Upon motion duly made and seconded, it was VOTED: to name Jerry Padsella as the Clerk of the Beverly Ordinance Review Committee. Discussion conlinued as to how the Committee would begin its task of reviewing the ordinances. It was agreed that our first task should be directed towards the necessary revisions to implement the organiTational structure contained in article 5 of the charter. Article 5 (Administrative Organization) sets up five new super depaahttents all with a director appointed by the Mayor and none of which are addressed in the ordinances. Crystal Atherton agreed to contact some of the cities of which the Charter Commission had used as guides and obtain their ordinances as they relate to these departments.
