Walsh, Jr. BOARD OF HEALTH - MONTHLY MEETING - MAY 4. 1972 Meeting called to order at 6:00 p.m. Members present were Dr. J. H. Fine, Chairman; Angelo R. Massa and A. J. Cailahan, Jr., members. Also attending were Joseph W. Walsh, Jr., Director; Robert Russo; Plumbing and Sanitary Inspector; and Mr. Thomas Bussone, Assistant City Solicitor. The minutes of the April 6, 1972 meeting were read, corrected, and accepted. The monthly reports of the various staff members were read and the monthly bill schedules were signed. OLD BUSINESS Music Theatre (See minutes March 1972) Mr. C. Henry Glovsky, member of the Board of Directors, did not submit the requested letter of intent, therefore, the Board of Health tabled any further action until the June meeting. Garbage Contracts The Director reported that all five contractors had submitted their required performance bonds. Semple: 4; E. Curelli: 2 Glaucoma Clinic Mr. Joseph W. Walsh, Jr., Director of Public Health, reported to the Board that several possible cases of glaucoma were discovered during the clinic held on Saturday, April 22, 1972. A total of 443 residents were screened during the free glaucoma clinic, sponsored jointly by the Health Department and the Beverly Lions Club. Glaucoma, which can lead to blindness if not treated, strikes persons over the age of forty. Of those tested, 368 were given a "clean bill of health", 18 were referred for comprehensive medical study of possible glaucoma symptoms, and 57 were referred for other reasons. The Health Director credited more than fifty volunteers who served as driver, clerks, etc. for the success of the clinic. Medical supervision was provided by local eye specialists: Drs. David Scott, Brendon Hart, and Brendan Teeling. The School Committee made the BHS cafeteria available flee of charge for the clinic. EXECUTIVE SESSION Sanitary Inspector The Beverly Board of Health went into executive session for the purpose of discussing with Mr. Robert Russo, Plumbing and Sanitary Inspector, recent newspaper releases and conditions in the Centerville section of the City: the Board discussed with Mr. Russo the possibility of granting him a transfer to the Building Department. The Board requested Mr. Russo to give careful thought to the question of his transferral to another department, and to inform the Board of his decision at the June meeting. The Board tabled any further discussion with Mr. Russo until the June meeting. At this point, the Board terminated the executive session and re-opened the meeting. Nurses' Pay Request Mr. Walsh read the following letter from Mayor Grimes regarding the nurses' request for a grade change: "May 3, 1972 Beverly Board of Health City Hall Beverly, Massachusetts Gentlemen: In reply to your letter of March 1, 1972, relative to change in grade for Public Health Nurses, from Grade 12 to Grade 16, I respectfully decline to conform with your recommendation or appropriate money for same. Very truly yours, (signed) Herbert F. Grimes Mayor" The Board of Health acknowledged the Mayor's correspondence. NEW BUSINESS Sanitarian The Director requested permission from the Board of Health to send Mr. Ernest Curelli, Sanitarian, to a three-day seminar on Housing Code Administration sponsored by the Department of Community Affairs to be held at Bentley College on May 16, 17, and 18, 1972. The Director reported that there is not any fee for attending this seminar felt that it would be an excellent seminar for the Sanitarian to attend. The Board discussed the seminar and approved the request. Horse Permit The Director read the following letter from Mr. & Mrs. Douglas Bolton requesting permission to stable one horse on their property located at 222 Dodge Street, Beve~y, Massachusetts to the Board. Mr. Walsh also submitted a petition from the neighborhood signed by individuals stating them in opposition to the granting of the permit. March 30, 1977 "We respectfully submit a request to stable a horse, at the above address, 222 Dodge Street. We have a box stall in the carriage house, which previously stabled horses, long before we purchased this house. The box stall will be approximately 10' x 12', and we have a bath tub for water, with direct water connection from the from of the house, and water at the back, for watering. We will be keeping the hay for the horse, at Mr. Herbert Knight's house on Heartbreak Road in Ipswich, and storing about three (3) bales here. We will be keeping the manure in tight metal barrels, which will be taken to the dump weekly. We propose to frame in approximately 100' x 250' for a paddock in the back yard. The grain will be kept in metal containers, which will be lined so as not to draw rats or anything that could be a health problem. I have asked our neighbors, on both sides of our property, and they said they have no objections to our keeping a horse here. (signed) Phyllis L. & Douglas W. Bolton." After discussion the Board tabled any action until after the Zoning Board of Appeals render their decision regarding the Zoning requirements of the neighborhood. No action to be taken until the June meeting. Nursing Home Licenses The Board of Health signed the license application of the Ocean Street Nursing Home approving the facility for another year.
