Walsh, Jr. BOARD OF HEALTH - MONTHLY MEETiNG - JUNE 8, 1972 Meeting called to order at 6:00 p.m. Members present were Dr. Jacob H. Fine, Chairman; Angelo R. Massa and A. Joseph Callahan, Jr., members. Also attending were Joseph W. Walsh, Jr., Director; Robert Russo, Plumbing and Sanitary Inspector; Mr. Thomas Bussone, Assistant City Solicitor; and Mr. David Amory, Beverly Times Reporter. The minutes of the May 4, 1972 meeting were accepted as read. The monthly reports of the various staff members were read and the monthly bill schedules were signed. Curelli: 1 Other miscellaneous calls not covered under this regulation 151 Horse Permit The Director read to the Beverly Board of Health the following letter from Mr. John Whitaker, Inspector of Buildings, Enforcement Officer, Board of Appeals regarding the request of Mr. & Mrs. Douglas Bolton for a special permit to keep a horse at 222 Dodge Street. "Please be informed that on May 23, 1972 a meeting was held before the Board of Appeals of the Zoning Ordinance to consider the application of Douglas W. Bolton for a Special Permit to keep a horse on the premises at 222 Dodge Street. At this time it was unanimously VOTED to defer consideration in order to view the premises. Thereafter, a second public hearing was held on May 30, 1972. It was unanimously VOTED on May 30, 1972 to grant a Special Permit to keep one (1) horse to Douglas W. Bolton for a period of one (1) year commencing June 1, 1972. The Board of Appeals retains the right to revoke this Special Permit at any time during the one (1) year period for any interference with the health, safety, convenience or welfare of the public. The Petitioner shall comply with all regulations and directives of the Board of Health of the City of Beverly. Yours very truly, (signed) John T. Whitaker Inspector of Buildings Enforcement Officer, Board of Appeals The Director stated that he had followed the established procedure of sending by registered mail letters to all abutters to the Bolton property and stated that he had received the following petition from residents of the general area wishing to be recorded in opposition to the granting of the permit. The Board of Health decided to table any action on this request until they could make an onsite inspection of the Bolton property. Plumbing, and Sanitary Inspector (see minutes May 1972) Mr. Robert Russo, Plumbing and Sanitary Inspector, was asked by the Board of Health if he had made a decision regarding his being transferred to the building department. Mr. Russo stated that he had not made his decision and would need more time to evaluate the possible transfer. The Board tabled any action on this proposal until the July meeting. Rodent Control Grant The Director reported that the Board of Health's request for a grant for establishing a Rodent Control Program has been approved by the Massachusetts Department of Public Health. Restated that the amount approved was for $5,000.00 and we should be receiving the grant in the near future. Mr. Walsh told the Board that he had already begun to define the priority areas within the City, in relation to rodent control. The first area is the municipal landfiIl and Mr. Walsh had already contracted the services of Certified Pest Control to gas and bait the perimeter of the city dump. This program at the city refuse disposal site will be continued on a monthly basis. The Director reported that Rodent Control is essential if we are going to combine the collection of garbage and rubbish as planned for next year. The Board accepted this report as one of progress. Day Care Centers The Director read the following letter to the Board of Health approving our request to be delegated as the agency for inspecting and licensing of Beverly's day care centers. "Your request for delegation of authority to license day care services for children in Beverly have been reviewed and approved by the Public Health Council on April 11, 1972. Such authority is accordingly hereby delegated to the Board of Health in Beverly. This delegation of authority is issued subject to the provisions of Section 59, of Chapter 111, of the General Laws of Massachusetts and will be periodically reviewed on the basis of these provisions Personnel from the Day care staff of the Department will continue to be available to furnish appropriate consultation to you and your staff in the conduction of this program. Kolbe, M.D. Commissioner Mr. Walsh further reported that the State authorities have been working vith our staff during the transition period teaching them the procedure tobe followed when enforcing the Day Care regulations. He stated that representatives from the Massachusetts Department of Public Health will continue to meet with the Director and other staff during the next several months to finalize the program. The Board accepted this report as one of progress. North Shore Music Theatre The Director read the following letter of intent to the Board of Health from Mr. C. Henry Glovsky, President of the Board of Trustees of the Noah Shore Community Arts Foundation Inc. regarding the installation of toilet facilities at the Terrace Restaurant for use during the 1973 season. "In reply to your letter under date of May 8, 1972, please be advised that the undersigned as President of the Board of Trustees of the North Shore Community Arts Foundation Inc. intends to install toilet facilities at the Terrace Restaurant for use during the 1973 season, in accordance with the one year extension of your order with reference thereto. Very truly yours: (signed) C. Henry Glovsky The Board, on a motion made and seconded voted unanimously to grant the requested one year extension to the North Shore Music Theatre. Mental Health Mr. Walsh sent the following quarterly report from the Greater Cape Ann Human Services, Inc. to each Board member for their information. "In our last letter to you on December 2, 1971, we requested $12,183.36 from Beverly as your community's share of the 1972 partial operating expenses for Cape Ann Children and Family Center. Moreover we provided you with a summary analysis of the number and hours of clinical services received by Beverly residents during 1972. This method of reporting statistics at the end of the year to the various communities we serve, was a carry over from the system employed by the North Shore Mental Health Association when they were responsible for providing the mental health services to this area. In our discussion with a number of the Boards of Health or Finance Committees, a consistent request was for a quarterly report of the Clinic's activity. In meeting this request, commencing in January 1972, we developed a new UNIT OF SERVICE System as the measurement of our delivery of service to you. Essentially, a unit of service is the measured length of time utilized in dispensing the DIRECT and/or INDIRECT services given to the communities and patients. The UNIT s considered as being equivalent to one hour of service. The Direct services include actual hours spent with patients in providing social, psychological and psychiatric diagnostic procedures as well as providing a wide range of psychotherapeutic modalities including individual, group, family, crisis intervention and chemotherapy to both the children and adults that we serve. The Indirect services encompasses such services as consultation and participation in conferences and in service training programs with clergy, courts, physicians, schools, and other related health and social agencies of the community. The significant increase of hours expended in providing these services reflects both the Clinic's commitment to working on the prevention of mental illness as well as our increased teaching and training responsibility to people in allied fields It should be pointed out that this time, due to the transfer of responsibility from North Shore Mental Health Association to the Greater Cape Ann Human Service, Inc. which occurred in September 1, 1971, we are unable to specifically state the actual number of "open or active" cases since discharge from treatment is not on a rigid basis. For example, the child or his parents may have periodic follow-up for a prolonged period of time. However, at the end of this year we will provide you with a more definitive number of actual "ACTIVE" and "CLOSED" cases from your community. The following are the statistics from the CACFC for the period January 1, 1972 through May 31, 1972. DIRECT UNIT OF SERVICES INDIRECT UNIT OF SERVICES TOTAL UNITS 166.25 190.50 356.75 We hope this new system translates to you more effectively the actual day to day work we do in providing outpatient psychiatric services for the restoration of mental health. The Board discussed the content of the report and accepted it asking the Director to incorporate it into the permanent office records. NEW BUSINESS Bathing Beach Water Sampling Proaram 1972 The Director reported to the Board of Health that he had already begun the water sampling program of Beverly's beaches and public or semi-public swimming pools. He further reported that this program it being expanded to weekly sampling, rather than bi-weekly sampling of past years. To accomplish this schedule, we will continue to send the samples to the State Laboratory in Lawrence and on the off week utilize the Salem-Beverly Water Supply Board's laboratory. The Director also told the Board that he plans to re-install the chlorine stations at the comer of Neptune Street and East Coming Street. This experiment proved successful last year and by repeating the program again will insure that Rice's Beach can remain open for the 1973 Bathing Season. Board accepted this report as one of progress. Hearing Clinic The Director reported to the Board that he has contacted the Beverly Kiwanis Club requesting them to co-sponsor with the Health Department a Hearing Clinic. Mr. Walsh stated that he has contacted the Boston Guild for the Hard of Hearing requesting more specific information regarding the scheduling, cost, and local obligation if this clinic is to be offered in Beverly. Tentatively we are seeking a September or early October date for this clinic which would be of at least three or four days' duration. "The Board accepted this report as one of progress. Employees Rules and Regulations The Director submitted as requested by the Board of Health departmental rules and regulations covering the following sub-sections: 1. Attendance at Board of Health Meetings 2. Reports to the Board 3. Annual Reports and Departmental Records 4. Office Hours 5. Annual Vacation 6. Sick Leave 7. Personal Time 8. Staff Expenses Incurred 9. Director's Absence 10. Discipline 11. Partial Invalidity 12. Saving Clause The Director explained that he had worked with Mr. Thomas Bussone, Assistant City Solicitor during the past month formulating these departmental rules and regulations and having them corrected for the proper legal wording. Mr. Walsh stated that a copy of the formal draft of these rules regulations when accepted by the Board of Health would have to sent to the Massachusetts Civil Service Commissioner for informational purposes only. The Board accepted the proposed employee rules and regulations and took them under advisement until the July Board meeting. Meeting adjoumed at 7:30 p.m. Respectfully submitted, Joseph W.
