March 19,1998 Violence Prevention Minutes
Attendance: Tom Scully, Kristen Harrington, Nancy Pia, Lt. Mark Ray, Helene Casella,
Christine Carson, Joan Fairbank, Emily Rockwell, Cathryne O'Hare, Stephen Collins,
Timothy Flaherty
Agenda Discussed:
Helene Casella talked about the Memorandum of Understanding which is a document that
recognizes the formal relationship between the Beverly Schools, police, District
Attorney's Office, Dept. of Social Services, Dept. of Youth Services, Juvenile Probation, and
the courts
Tom Scully talked about the need to involve other outside agencies such as the Recreation
Dept., Library and the YMCA to help with conununication and for the safety of other
youth
Emily Rockwell mentioned truancy and the need to enforce the laws. The police need to
be more involved in regards to truancy. We also need to bring back the In-School
Suspension program at the High School as well as more student and community
involvement
There were several major issues that the committee will focus its attention. They are
as follows:
1. A youth charter that will clearly identify Bevedy's expectations of its
youth and the services we offer for the Youth
2. Parent Trainings to help educate parents in raising their children
3. neighborhood and police involvement/attention.
For example involving community policing and working with the
Housing Authority.
4. Substance Abuse education at all levels
5. After School programs - The time between 3pm and7pm are the most
violent time for our youth today (Carnegie Report 1996 )
6. mentoring programs for youth
7. Truancy
Other item discussed
Joan Fairbank talked about bringing in a speaker for Homecoming to talk about violence
prevention
Violence Prevention Month is in May and their will be a conference on Thursday, May
14-- see attached sheet for more information.
Emily Rockwell wanted to mention some upcoming trainings
-April 6 at Briscoe- Domestic Violence
-April 9 at Briscoe -Children who witness violence
-May 28 - Behavioral Medicine and stress related disorders
-June 1 - Creating resiliency in children and others
Next meeting will be a working meeting to start writing in detail our proposal to the
Mayor. It will focus on the 7 major areas we will that we have discussed. The
meeting will start at 4pm and will end by 5:30 on April 16 at the Beverly library
