Lynch Public Parks Trustees Arthur Powell-Chairman Elizabeth Caputo Barbara Feenan Robert Richardson Janice Vagos Lauren Young Frank Killilea ex-efficio Public Meeting Minutes Date: March 15, 2001 Location: Beverly Public Library Trustees present: Elizabeth Caputo, Barbara Feenan, Robert Richardson, Lauren Young, Arthur Powell Trustees absent: Janice Vagos Others in attendance: Frank Killilea, Tom Scully, John Dunn Appropriations were voted on unanimously for the following projects: - Up to $220,000 for emergency repairs to the sea wall at Lynch Park. th The portion of the wall damaged in the March 5-6 blizzard is adjacent to the carriage house. It was determined that the funds would be used with the understanding that if the city receives any grants or emergency aid from the state or federal government, that the funds would be returned to the trust. Liz Caputo also expressed concern that the best engineering practices be used to prevent the walls future vulnerability to rising tides. It was also requested that Mike Collins be notified that the damaged area be fenced off, as it is very close to the play area. - Up to $20,000 to be equally divided between Hellard-Hubis (McKay) Park and Dix Park for playground equipment. Each park has displayed a unique need for updated equipment and has enjoyed considerable support from very active neighborhood groups. The condition of this appropriation is that the balance of funds is raised privately. - Up to $4000 for repairs to brickwork in the Rose Garden at Lynch Park. We are in the midst of discussions with David Sabatini of Sabatini and Sons for a 4-year commitment for maintenance and repair walkways in the garden. Work would be done to hazardous areas as soon as possible, while taking into consideration the spring, summer and fall wedding schedule. Additional discussion pertaining to the caretaker at Lynch Park resulted in unanimous support for full time presence in the park. As it is not an immediate concern, the topic was tabled for discussion at a later date. th Mike Collins and Arthur Powell toured Lynch Park after the March 5-6 blizzard. There was discussion about the concrete walkways leading into the water at Lynch Beach. Mr. Collins has agreed to remove exposed metal rods in the walkway. He also agreed to future discussion relative to what might be the best long-term solution to keeping the walkways safe.
