MINUTES - BEVERLY LICENSE BOARD - JUNE 1, 2000
Meeting called to order at 6:30 p.m.
All members present.
Chairman Kelley introduced the members of the Board.
Minutes approved.
Applicants represented by Tom Bussone for a transfer of license and a
transfer of location of Beverly Package to George Saade and partners to
199 Essex Street.
He submitted a petition along with a plan for the business. Fouad,
George and Maguy have lived in Beverly since 1994. Own four
businesses. They run the market and 2 gas stations. They are very active
in the community. This transfer will be good, it will benefit everyone.
Ward 4 is the only ward without a full package store license. Their
selection will be limited. Liquor will not be accessible to the clients.
They will also be selling cigars.
Mr. Heller - George Saade has limited experience in package store
business. Would he take a course? Yes, he will be glad to do that. I
think they will be more cautious. He is willing to spend the time and
effort.

Mr. Kelley - Anyone present who wants to speak in favor of the
application. Mr. and Mrs. Cassola in favor of the application. They live
on Cedar Street.
Anyone opposed? No one present. Peter Kelleher had called to indicate
he was an interested party. Did not attend meeting.
Mr. Bussone - This is a question of public good and convenience.
Mr. Heller - Motion to approve the transfer of license and transfer of
location with the stipulation that the new owners take TIPS Course.
Seconded by Mr. Ranta. Motion carded 3-0.
Tom Alexander present to represent the transfer of Freddie's Inc. to Al
Temkin. Request permission to pledge the license to Revere Federal
Savings for loan. '
Mr. Temkin lives in Beverly. Freddie's has been a family restaurant. It
is his intent to keep it much the same. He will update the furnishings.
Family kind of place. He has been in the insurance business. He is
tWing something new by running the restaurant. Ms. Scire has financial
interest. Ms. Scire has experience and will be working with Mr. Temkin.
Mr. Temkin and Ms. Scire are going to owners of the real estate.
Business will be held in the group.
Mr. Kelley - Any principles experienced the handling alcoholic
beverages? Yes. The Scires very experienced. Ran a restaurant in
Saugus. It was a much larger operation than this one.
Mr. Heller - Will this be full-time occupation? This will be more of a
part-time business. Financial planning is his main position. You will be
manager of record? At the outset he will be there on a full-time basis.
To start the business he will devote full-time to the business. Anticipate
in the future will have a change in manager. Occupancy? We will be
getting it.

Mr. Kelley - What about entertainment? What are your plans? Are
planning some sort of entertainment on Thursday, Friday and Saturday.
Someone singing and playing. Just something to market. Not our
intention to do something on a weekly basis.
Mr. Heller - What about residential abutters? Kelly In~niti is on one
side, commercial property to the rear and a 3-family are direct abutters.
Mr. Kelley - Anyone present in favor or opposed to the application. No
one present.
Mr. Ranta - Motion to approve the transfer of license subject to receiving
CORI's. Seconded by Mr. Heller. Motion carried 3-0.
Mr. Ranta - Motion to approve an entertainment license. Seconded by
Mr. Heller. Motion carded 3-0. :
3. Cabot Liquors - Matthew Kavanaugh present representing the transfer of
Cabot Liquors, a change in description of the licensed premise and
permission to pledge license. Mr. Flink has owned the business since
1994. The real estate owned by Mr. Flink and he owns and operates the
liquor store.
Deal is to purchase the real estate by Ciao Liquors Inc. and to purchase
the assets of Sullivan Package Store.
Ciao Foods is requesting a cordials and liqueur license. Change in
description of licensed premise and pledge of license. Proposal to be
financed by Beverly National Bank. License to be pledged to them.
Ciao Liquors to pledge both license and inventory.
A sketch of the proposed changes was submitted. Reduce package store
by 600 sq. ft. It will reduce the selling area. Reduce the package store to
original size. Want to make it more of a wine store.
The change will increase the restaurant side to include a waiting area and
dessert area and will also include the outside patio.

Mr. Ranta - Motion to transfer Cabot Liquors to Ciao Liquors, to include
a change in the description of the licensed premises and grant permission
to pledge the license. Seconded by Mr. HeIler. Motion carried 3-0.
Mr. Ranta - Motion to grant a cordials and liqueurs license to Ciao
Foods, grant a change in description of licensed premise and approve
pledge of license. Seconded by Mr. Heller. Motion carried 3-0.
Fusion's - Form 43 returned from ABCC "Disapproved." Clerk
instructed to invite Mr. Stern to next meeting to address issue and update
status of license with cc to Attorney Altshuler.
One day licenses -
Motion made and seconded to approve the following licenses:
Farms-Prides - July 1 - AA
Tom Fallon - June 24 - W & M
Endicott College - Approve all for 4 hours
Motion carried 3-0
Next meeting August 3, 2000.
