MINUTES - BEVERLY LICENSE BOARD - October 5, 2000
Meeting called to order at 6:30 p.m.
All members present. Lt. Roccio not present.
Chairman Kelley introduced the Board.
1. Discussion about Simpson's Package Store - Mr. Finn filed an appeal
with the ABCC regarding suspension. ABCC upheld local Board's
decision.
2. Caboose Restaurant- Request to appear to discuss status. Promised to
be open October 31. Mr. Athanasopoulos stated there was a
construction delay and financing delay. He requests an extension.
Mr. Kelley stated he had been invited in the past. When we issue a
license, it is to be used within a reasonable time. We have had you in a
couple of times. It is our policy not to have pocket licenses.
Developing and improving the property you made a choice.
Mr. Athanasopoulos - I built a whole new building. Am now starting
on the restaurant.
Mr. Kelley - This is a decision you made. You knew we were
concerned about the length of time. My own thought is not to extend it
at this period in time.

Mr. Athanasopoulos - I am going to Greece for the holidays.
Mr. Kelley - This is not a penalty. Not of the mind to extend. If we
revoke it you would have to reapply. In terms of the length of time you
have not used your license, I don't think it is a penalty. I don't believe
we can set a precedent.
Mr. Ranta - I voted against the motion in the past. I feel I am in
agreement with the Chairman. We do not want to set a precedent.
Mr. Heller- I agree with my colleagues. This is the longest I have
seen a license go unused.
Board decided not to renew the Caboose Restaurant License and told
Mr. Athanasopoulos to reapply with he was ready to open.
3. One Day Licenses

Endicott College
Beverly Parent/Teachers
Motion made and seconded to approve the one-day licenses.
Motion carried 3-0.
Next meefing scheduled for November 2, 2000.
