MINUTES OF MEETING - LICENSE BOARD - SEPTEMBER 4, 1997
Meeting called to order at 6:10 p.m.
All members present.
Chairman Terry introduced the Board members.
1. Change of Manager at Jubilee Yacht Club - A1 Pooler, Vice
Commander present along with Kenneth Blair, the new manager.
Mr. Terry - The previous manager resigned? Yes. Mr. Blair you've
had 25 years in the liquor business. Yes including 10 years off
and on as a bartender. Have you had TIPS training? You will be
spending 30+ hours a week there? Yes. What are the average hours?
11:30-12:00 until 9:30-10:00. It is a members club. If there is
a function sometimes goes a little longer. Are you a member? No.
Have worked there for a year.
Mr. Cook - What about weekends? We close 11:00-11:30. The latest
we've been there is midnight.
Discussion followed.
Mr. Cook - Motion - That the application for a change in manager at
the Jubilee Yacht Club be approved. Seconded by Mr. Heller.
Motion carried 3-0.
2. Denise Bilodeau - Endicott College - Submitted a letter to
change the hours of operation at the Student Center from 11:00 a.m.
to 11:00 p.m. to Noon to Midnight.
Mr. Cook disqualified himself from this matter.

Ms. Bilodeau - Requesting a change in hours. Students come in late
to watch football games, etc. Can't watch the end of the game, and
we are afraid that they will go somewhere else off campus.

We are an educational facility. Feel we would like to control
where the students go. It is a small crowd. Bartenders keep an
eye out. They are all TIPS certified. No one under 21 allowed in.
Mr. Terry - Motion made to allow the change in hours from 11:00
a .m. to 11: 00 p .m. to 12: 00 Noon until 12: 00 Midnight on a six
month trial basis with Ms. Bilodeau to appear before the Board in
six months for an update. Seconded by Mr. Heller. Motion carried
2-0.
Mr. Cook rejoined the Board.
One Day Licenses -
YMCA for their fundraiser at the Sterling Center on November 7.
Judith Mulligan - Wedding Reception at the Cove Community Center on
September 20 - Beer and Wine.
Motion made and seconded to approve the above licenses.
