MINUTES OF MEETING - LICENSE BOARD - NOVEMBER 6, 1997
Meeting called to order at 6:07 p.m.
All members present. Chairman Terry introduced Board members.
1. Bertucci's - Application for an All Alcoholic Restaurant
License.
Michael DiGiuseppe present representing Bertucci's. He stated that
they propose a building approximately 4500 square feet.
He submitted Affidavit of Service and green cards
Submitted site plan and floor plan of the premises.

Letter from
Bertucci's is a full service Italian restaurant concept. Doesn't
have a bar. It is a service bar. Bertucci's has an excellent
reputation. Because we don't have a bar, we don't anticipate any
problems. It will have approximately 120 seats. Site plan shows
90 parking spaces.
Paul Casey, manager of the proposed location has worked for
Bertucci's for 13 years.
Mr. Terry - Mr. Casey, what are your duties? Oversee the
restaurants main functions, ordering controls, etc. You do have
experience? You are aware of requirements? Yes. Mass laws? Yes,
absolutely. I have training manuals. We do have a class for all
servers. Staff is tested on the training. Try to update every
year.
Training is mandatory? Yes. You have no financial interest? No.
Hours open per week? 11:00 a.m. to 10:00 p.m. Friday and Saturday
to 11:00 p.m. You will be there about 30 hours? This will be my
high focus for the first six months. We want to be sure that the
manager is their a certain number of hours.

Mr. Cook - When do you anticipate being open? We are relying on
the landlord to build the building. Hope to deliver the property
in January. We will then build up the interior. Probably 12 weeks
- to open in March.
Mr. Heller - This is a go?

Lease will be in 2 weeks. We
Mr. Cook - $225,000 is what you'll be spending? Yes.
Mr. Terry - Have you shown the plans to the Building Inspector. We
haven't spoken to him but landlord has.
Discussion followed.
Mr. Terry - Anyone present to speak in favor of granting the
license? No. Anyone opposed to the granting of the license? No.
Mr. Cook - Motion - That an All Alcoholic Beverage License be
granted to Bertucci's pending the Board's receiving a copy of the
executed lease. Seconded by Mr. Heller. Motion carried 3-0.
2. Piccolo Panni - Application for a Beer and Wine Restaurant
License at 150 Cabot Street - Marleni Mastrangelo, Manager.
Giovanni Mastrangelo present. He stated they were seeking a Beer
and Wine License to open a restaurant in the building he owns using
the same floor plan as previous restaurant owner. Did not
anticipate any changes.
Do you have a certificate from the State to do business as a
corporation? Yes, presented it to the Board.
Mr. Cook - Did you run the restaurant before? No. Who will be
doing the cooking? We have a chef. When did you buy the building?
1987. There will not be a lease. When do you think you will be
open for business? As soon as we get the license. Nothing else
needs to be done. Marleni is your daughter? Yes. Marleni, are
you familiar with regulations? Have you had any experience in the
sale of alcohol. Yes. I have worked in other restaurants. Do you
know the rules? What time to stop serving, closing hours? Yes.
Are you certified to serve? No.
You want to be the manager of the restaurant. Are you going to
give up your job at the hospital? Yes. Are you going to have any
training? TIPS or its equivalent? I will get certified. How long
have you worked at the hospital? 5 years. What restaurants have
you worked at? Pontevecchio and Casa de Luccao I was a bus girl
and a waitress. They did not allow me to serve alcohol because I
was underage.

Mr. Terry - We need your Articles of Organization. Okay.

Mr. Cook- Motion - that the Application from Piccolo Panni be
approved subject to the applicant providing a copy of the Articles
of Organization and the manager be certified by TIPS or something
similar within the next three weeks. Seconded by Mr. Heller.
Motion carried 3-0.
One day licenses - Mr. Cook disqualified himself from voting on the
application from Endicott College as his wife is an employee of
Endicott College.
Endicott College - One day license for December 7. Motion made and
seconded to approve license. Motion carried 2-0.
Next meeting scheduled for December 18 at 2:00 p.m. for the
issuance of licenses for 1998 and all other business.
Meeting adjourned at 7:00 p.m.
