MINUTES OF MEETING - LICENSE BOARD - AUGUST 7, 1997
Meeting called to order at 6:00 p.m.
Mr. Terry and Mr. Heller present. Mr. Cook absent.
1. Application from Beverly Commerce Park, Inc. for an
All Alcoholic Beverage Restaurant License. Attorney
Thomas Alexander present.
Attorney Alexander - Formerly the Foundry on the north
side. Have gone before the Zoning Board of Appeal for a
special permit for a restaurant for up to 20,000 square
feet.
Cummings is negotiating with several companies to run the
restaurant. It is not our intention to run the business.
Will transfer the license'in the future. Precedent in
Woburn. Before and After renditions shown. Upscale
restaurant with function rooms.
Gerry McSweeney the General
Properties was present.
Manager of Cummings
Mr. McSweeney - Restaurant will be servicing patrons on
site and off site. It is very isolated. Will have
little impact on the neighbors.
Affidavit and green cards submitted to the Board.
Back of the restaurant will have a small museum.

Mr. Heller - Motion to approve the application for the
space specified. Seconded by Mr. Terry. Motion carried
2-0.
2. Mrs. Ratte - Program on liquor policies -
presentation to the Board.
Elise Bernstein, Budleigh Avenue - Boards mandated server
training. Training is $20-40. When these are mandated
abuse is reduced. There are four certified trainers, two
of which are TIPS and AIM. Training is good for three
years and then must be recertified.
Mr. Heller - Are you suggesting everyone in the liquor
industry be trained? Yes.
Mr. Terry - There are 4 trainers? Who certifies them?
Feel AIM is better. In the State the insurance companies
certify them.
Ms. Bernstein - Everyone is protected. Really seems to
be a benefit for everyone at a very little cost. Chief
of Police is enthusiastically in favor.
Mr. Terry - Thank you ladies for your great presentation.
Will discuss it at the next meeting.
3. Denise Bilodeau from Endicott College present to
discuss communication from the College concerning a
change in hours.
Mr. Terry - Would like to took into the matter. Could you
come to the September meeting? Yes, of course.
4. One day licenses -
Reunion Committee BHS - September 7, from 9:00 a.m.
- 1:00 p.m.
Endicott College, - August 3, 3, 7, 10, 12, 16, 17.
Mr. Heller - Motion to approve one day licenses as
submitted. Seconded by Mr. Terry. Motion carried 2-0.
5. Miscellaneous -
Communication from ABCC notifying Board that
Crackers will pay fine instead of serving suspension.
Received and placed on file.

Clerk instructed to invite Mr. Handly, City
Solicitor, to attend the Board's next meeting which is
scheduled for September 4.
Meeting adjourned at 6:50 p.m.
