GEORGE HELLER LICENSE BOARD CITY OF BEVERLY MASSACHUSETTS HINUTES - BEVERLY LICENSE BOARD - FEBRUARY 6, 1997 Meeting called to order at 6:05 p.m. All members present. Chairman Terry introduced members of the Board. 1. Seasons Gourmet Foods and Deli - 240-244 Rantoul Street, application for an all alcoholic restaurant license. Peter Harrison present. Green cards submitted to the Board. Abutters notified and affidavit submitted. Plan to have restaurant where it presently is and expand to the right side of the building for a sit-down restaurant. Mr. Terry asked that Mr. Harrison give an overview of his plans. Opening up a small-scale restaurant. Good food at a reasonable price. Need a license as a basic service to customers. Existing business is take out gourmet food. That will stay the same. Want to expand to the other side of the building. Diagram submitted. Storage will be at 240 Rantcul. There will be no service on that side. Mr. Cook - Plan to have seating for 10 at the bar and 44 in the dining room? Yes. You do catering? Yes. Have been in the restaurant business for 15 years. Went to culinary school and college. Partner is a culinary school graduate. Worked at the Black Cow as kitchen manager. Mr. Terry - Are you familiar with rules and regulatlons. Staff will be TIPS certified. Yes. You have a lease. Yes for 240 Rantoul. Will be drawing up a new lease for entire property. Fresent!y 3 years, with 3 and 3 year extension. Would like to have a fifteen year lease with additional 5 and 5 year extension. Partner in the back of the house. We are there 17 hours a day, 6 days a week. Mr. Terry - Anyone present in favor of license? Minutes - February 6, 1997 Page 2 Yes, Virginia McGlynn. She stated she was very impressed with their hard work. Knows his wife. Anyone present to speak in opposition? No one present. Mr. Heller - Motion to grant an All Alcoholic Beverage Restaurant License to Seasons Gourmet Food and Deli. Seconded by Mr. Cook. Motion carried 3-0. 2. Franco-American Club - Application for a change in manager to R. Phil Marchand. Mr. Marchand was present. He stated present manager Fred Levasseur had a stroke. Has been slow recovery. Mr. Marchand has been Chairman of the Board for 3 1/2 years. Average 25 hours a week. Bartenders - Randy Blake and Tom Tuneburg. Mr. Cook - Do you have experience in the liquor business? You know the rules and regulations? Yes. Guests are welcome with members. You know guests cannot be served without guest present? Friday nights we have a dance. Not many guests during the week. Discussion followed. Mr. Cook - Motion that the application be approved as presented to allow for a change in manager at the Franco-American Club. Seconded by Mr. Heller. Motion carried 3-0. 3. One day licenses - Mr. Cook excused himself from participating in this portion of the meeting.. Motion made and seconded to approve applications for one-day license as submitted. Motion carried 2-0. Mr. Cook rejoined the meeting. 4. All other business - Clerk instructed to send a letter to Skeeter's inviting them in to the next meeting for an update of their progress. Next meeting to be March 6, 1997. Meeting adjourned at 6:40 p.m.
