GEORGE HE:I /FR LICENSE BOARD CITY OF BEVERLY MASSACHUSE'I'FS MINUTES OP MEETING - LICENSB BOARD - JULY 11, 1996 Meeting called to order at 6:15 p.m. Chairman Terry absent due to health problems. Members Cook and Heller present. 1. Barney's Invited in before the Board. postponement until AuguSt 8 meeting was granted. Request for 2. a.) Pisani's Market Invited in by Board postponement until August 8 granted. Request for b.) Pisani's Market Christopher Palazola. Application for a change in manager to Mr. Palazola present to represent Pisani's. Mr. Cook - HOw long have you worked at Pisani's. Since 1983. First at the shop- on Essex Street for awhile and then moving to the market. Application indicates you will work 50 hours a week. Yes. Do you understand all liquor requirements? Yes. Mr. Heller - Do you have a financial interest in the business? No, just as manager. Mr. Cook - Motion that the application be approved. Seconded by Mr. Heller. Motion carried 2-0. 3. LaFiesta Application for a change in location of the licensed premises to 18-22 Cabot Street. Mr. Cook stated for the record that he had represented Mr. Boudreau in the past. He stated the application was pretty straight forward and he did not feel it would interfere with his sitting on the Board. Mr. William O'Flaherty, 104 State Street, Newburyport, MA, present to represent Mr. Boudreau this evening. Mr. Boudreau owned the Lyceum for 18 years and the LaFiesna since 1978. Lease ran out in February. Landlord indicated he was not going to renew the lease and he has been renting on a month to month basis. He looked for another site and purchased 18-22 Cabot Street in April. The new location was formerly Ocean's Beat which had financial difficulties. Bank had property on the market. Since purchasing the property he has been doing a lot of work. Done some roof work and flooring. Hopes to be done in two-three weeks. Requesting change of location from Rantoul Street store to 18-22 Cabot Street. He hopes to be open for the end of July. Minutes of Meeting - July 11, 1996 Page 2 Has to be given final "ok" by the Building Inspector. It will be called Anchor Pub and Grill. It has a capacity of 140. He has made no additions or alterations to the structure. Parking is owned by Mr. Boudreau. Floor plan submitted. It will have two booths and 2 pool tables. Rest rooms are handicapped accessible. He mainly cleaned it and painted and brought it up to code. Mr. Heller - what about entertainment? No plans for entertainment at this time. Mr. Heller stated for the record that be would like to commend Mr. Boudreau for the job he has done in his new establishment. Mr. Cook - Anyone present either in favor or in opposition? No one present. Mr. Boudreau stated that he had no plans for entertainment. Mr. Cook - If the application is approved, it is contingent upon all other City offices and boards granting their approval. Mr. Heller - Motion that the application for a change of location of the LaFiesta to 18-22 Cabot Street be approved. Seconded by F~r. Cook. Motion carried 2-0. 4. One day licenses ICC - July 27 for a party in the parking lot July 28 for a cookout in the parking lot. Franco-American Club - August 17 to transport alcoholic beverages to an outing from 10:00-5:00. Jubilee Yacht Club - August 1, 8:00-11:00 p.m. for a fund raising party in the parking lot August 3, 6:00-11:00 p.m. for a fund raising party in parking lot. August 4, 1:00-5:00 p.m. fund raiser party in parking lot after regatta. Trustees of Reservations July 20 - Wedding Reception Endicott College - Mr. Cook informed the Board for the record that his partner's son is employed at Endicott College but does not feel his position interferes with Mr. Cook serving as a member of this Board. Information noted and Board concurs. Application for Beer and Wine licenses as follows: August 3, July 13, July 13, July 20, July 27, July 19, July 24, August 3, AllgUSt 3, AugUSt 4, AUgUSt 10, and August I1. Minutes of Meeting - July 11, !996 Page 3 City of Beverly - Request for Beer and Wine License for the celebration scheduled at the Beverly-Sale~ Bridge Party August 2. Mr. Heller Motion to approve all one-day licenses as requested. Seconded by Mr. Cook. Motion carried 2-0. Next meeting set for August 8, 1996. There was a discussion on the Application from Boston Beer and wine Company. Board to make inquiries to ABCC regarding this application. Clerk instructed to send in Legal Notice.
