2003-03-25City of Beverly, Massachusetts Public Meeting Minutes Board: Library Trustees Subcommittee: Date: March 25, 2003 7:00 P.M. Place: Beverly Public Library Board members present: Joanne Avallon, Todd Balf, Edward Brindle, Neil Olson, Joanne Panunzio, Helga Senko, and John Young Board members absent: Lindsay Diehl, Kevin O’Reilly Others present: Thomas Scully, Anna Langstaff Recorder: Anna Langstaff John Young presided. Neil Olson made the motion, seconded by Edward Brindle, to accept the minutes of the regular meeting of February 25, 2003 as read. Motion passed. Public Presentation None Committee Reports Personnel: Helga Senko asked board members to send director’s evaluation to her. Administration: No report. Finance: Edward Brindle reported on the finance committee meeting of March 13, 2003. Tom Scully presented a proposed budget for FY2004 of $1,247,831.00. This is $43,232 less than the FY2003 budget and $163,390 less than the FY2002 budget. The only line items that are not locked in are staff working hours and the book budget. The finance committee only had two options: reduce staff hours (close hours) and/or reduce book budget. The finance committee did not want to make a final recommendation to the full board, but decided that the full board should make the final decision. Neil Olson made the motion, seconded by Edward Brindle, to: recommend to the Library Director, that when the budget situation becomes clear to the Library Director he can choose the alternative of closing on Sundays in order to meet the proposed FY2004 budget target of $1,247,831.00. Motion passed six to one, with John Young opposed. Long Range Planning: No report. Report of the Library Director 1) State Library Agency and Budget: Gov. Romney has made a proposal to consolidate the state library agency with the Department of Education. Tom Scully has been meeting with elected officials to explain why this would not be a good thing. Tom Scully also discussed the budget in general with them. 2) Farms Library: Construction schedule is about one month behind because of the weather. 3) Parent complaint: Parent complained that his 14 year-old daughter had been contacted by a 24 year-old man she had met in a chat room at the library. Communications None Unfinished Business None New Business 1) Book Sale: Saturday, May 3 9-5, Sunday, May 4 1-4. The next regular meeting of the Board will be Tuesday, April 15, 2003 at 7:00 P.M. at the Main Library. There being no further business, the meeting was adjourned at 8:50 P.M.
