John Young presided.
Lindsay Diehl made the motion, seconded by Neil Olson, to accept the minutes of April 15, 2003
and May 27, 2003 as amended. Motion passed.

Personnel: No report.
Administration: No report.
Finance: No report.
Long Range Planning: There will be a long range planning meeting on Tuesday, October 28, 2003
at 6:30 P.M.
Report of the Library Director
1) Flood: The library was flooded this afternoon. 2) Farms Library: Project is on schedule. The
Massachusetts Historical Commission has signed off on the restoration work and the library has
received $150,000 from them. 3) Louisa Conrad: Louisa Conrad, a long-time library supporter
and former library trustee, passed away recently. Tom has spoken with the Loring Family about
naming the program room at the Farms Library after Louisa Conrad. Neil Olson made the
motion, seconded by Kevin O’Reilly, to:
name the program room at the Beverly Farms LibraryafterLouisa Conrad.
Motion passed.
Tom will draft a letter to send to the Loring Family. 4) Beverly Farms Improvement Society: The
Improvement Society has a streetscape improvement plan for West Street, and would like to
improve the alley way between West Street and the Farms Library to make it more approachable
for people walking to the Library. The Improvement Society will fund the architect’s plan and
hopefully fund the finished walkway. 4) Nextel: Nextel would like to put a cell tower in the
Farms on public property. The tower would go on top of the fire station and the building to
support the cell site would be put on library property. The library would receive money for this.
The trustees would need to approve the use of library property for this building. Neil Olson made
the motion, seconded by Kevin O’Reilly, to:
give the Board’s approval for the Director to proceed with negotiations for the
utilization of the space next to the library shed for a building to support the cell
tower on the Farms fire station. Motion passed.
5) Lt. Governor: The City Council has invited Lt. Governor Kerry Murphy-Healey to address the
City Council on November 3, 2003. 6) Repairs: Front stairs were re-pointed this summer. 7)
State Aid: The Mayor has said he will make up whatever book money the library needs to save
the library’s state aid. 8) USA Patriot Act: Tom Scully distributed information on the USA
Patriot Act. He would like the trustees to review the materials.
Communications
1) Request to donate a painting of West Beach by A. Ara Danikian. 2) Drawing of M. Post. John
Young will write a letter declining the donation. 3) Guild of Beverly Artists would like to donate
a pin hole photograph of the facade of the Main Library.
There was a discussion of how and when the library should accept donated art works. The
administration committee will meet to review the current art policy.
4) State Aid Report: Tom Scully reviewed the state aid report.
Unfinished Business
1) Plan B Budget: Edward Brindle would like to confirm that the dollar amount for the Plan B
budget was stated in previous minutes. 2) Trust Funds: The library has not received a trust fund
statement from the finance director. Tom Scully and John Young will draft a letter to Tom
Durkin and cc the attorney general of the public charities division requesting a trust fund
statement.
New Business
1) Joanne Avallon: Joanne Avallon will not be able to attend board meetings this fall. John
Young will coordinate with Joanne in lieu of her attending the meetings. 2) Book Sale: The book
sale begins Saturday, November 22 and continues through the week of November 24. 3)
Library’s Wish List: The library’s book wish list is available on amazon.com.
The next regular meeting of the Board will be Tuesday, October 28, 2003 at 7:00 P.M. at the
Main Library.
The long range planning committee will meet Tuesday, October 28, 2003 at 6:30 PM at the Main
Library.
There being no further business, the meeting was adjourned at 9:00 P.M.
