2003-10-28City of Beverly, Massachusetts Public Meeting Minutes Board: Library Trustees Subcommittee: Date: Tuesday, October 28, 2003 7:50 P.M. Place: Beverly Public Library Board members present: Edward Brindle, Lindsay Diehl, Neil Olson, Kevin O’Reilly, Joanne Panunzio, Helga Senko, and John Young Board members absent: Joanne Avallon, Todd Balf Others present: Thomas Scully, Anna Langstaff Recorder: Anna Langstaff John Young presided. Lindsay Diehl made the motion, seconded by Helga Senko, to accept the minutes of September 23, 2003 as read. Motion passed. Public Presentation None Committee Reports Personnel: No report. Administration: Kevin O’Reilly reported that the Administration Committee has worked on a new policy for exhibiting art work and accepting gifts. Kevin O’Reilly presented a revised draft of the exhibit policy. Neil Olson made the motion, seconded by Edward Brindle, to: accept the Beverly Public Library Board of Trustees exhibit policy as amended and presented by the Administration Committee. Motion passed. Kevin O’Reilly presented a revised draft of the policy for the acceptance of donations of non- monetary gifts. Neil Olson made the motion, seconded by Lindsay Diehl, to: accept the Beverly Public Library Board of Trustees policy for the acceptance of donations of non-monetary gifts as amended and presented by the Administration Committee. Motion passed. Finance: No report. Long Range Planning: Long Range Planning Committee will meet on Tuesday, November 18, 2003 at 6:30 P.M. to review the action plan based on the goals and objectives reviewed at the October 28, 2003 Long Rang Planning meeting. Report of the Library Director 1) State Aid : Tom Scully reviewed the state aid form. 2) Mayor’s appropriation: The Mayor has said that he will submit an appropriation to the City Council to restore $150,000 to the library book budget. If that happens the library will meet the state aid requirements and will not need to file an appeal. 3) Book theft: A man was arrested for stealing Beverly Public Library books. He has been stealing library books for quite some time. 4) Farms Library: Tom Scully provided an update on the Farms Library construction project. The Farms fund raising committee is preparing for another event. 5) Nextel cell tower: The City is writing an RFP for the cell tower. Communications 1) Caleb Loring: A letter was received from Caleb Loring III thanking the trustees for naming the large meeting room at the Farms Library in memory of Louisa Conrad. 2) Joint Conference Massachusetts Friends of Libraries and Massachusetts Library Trustees Association: November 1, 2003. 3) Donald Stacey: Letter received from Donald Stacey expressing his concerns about the USA Patriot Act. The trustees discussed the impact of the USA Patriot Act on libraries. John Young made the motion, seconded by Kevin O’Reilly, to: authorize Tom Scully to draft an informational notice for patrons regarding the USA Patriot Act for review at the next trustees’ meeting. Motion passed. Unfinished Business 1) Book Sale: Book sale begins Saturday, November 22 and runs through Friday, November 28, 2003. 2) Policies: Internet Use Policy and Behavior Policy were distributed. They will be reviewed at the next trustees meeting. New Business None The next regular meeting of the Board will be Tuesday, November 18, 2003 at 7:00 P.M. at the Main Library. The Long Range Planning Committee will meet Tuesday, November 18, 2003 at 6:30 P.M. at the Main Library. There being no further business, the meeting was adjourned at 9:00 P.M.
