Jr., Acting Director of Public Health, Leo Panunzio, Milk and Food Inspector, and Robert Russo, Plumbing Inspector Recorder: Joseph W. Walsh, Jr. BOARD OF HEALTH - SPECIAL MEETING - SEPTEMBER 9, 1971 Meeting called to order at 6:30 p.m. Members present were Dr. Jacob H. Fine, Chairman; Angelo R. Massa and A. J. Callahan, Jr., members. Also attending were Joseph W. Walsh, Jr., Acting, Director, Leo L. Panunzio, Milk and Food Inspector; Robert Russo, Plumbing Inspector; and Mr. Theodore Grevelis, owner of the Cabot Restaurant, 150 Cabot Street, Beverly, Massachusetts. Mr. Theodore Grevelis, owner of the Cabot Restaurant, requested a hearing before the Beverly Board of Health regarding the Board's order to him to either correct all the violations of Article X of the Massachusetts Sanitary Code as ordered in our correspondence dated July 29, 1971 within seven (7) days (September 10, 1971) or close the establishment until the restaurant could comply with these regulations. The Beverly Board of Health discussed in detail again with Mr. Grevelis (See minutes August 5, 1971 meeting) his apparent lack of progress in correcting the many violations of Article X of the Sanitary Code which are needed if he wishes to remain open. "The Beverly Board of Health after hearing testimony from the Milk and Food Inspector and Mr. Theodore Grevelis sustained their original decision of September 2, 1971, e.g. ordering the Cabot Restaurant closed until the establishment conforms to Article X and all the violations, as listed in our letter of July 29, 1971, are corrected in their entirety. Therefore, the Beverly Board of Health has set the following date of October 2, 1971 as the final date for total compliance." The Board of Health noted that failure on the part of Mr. Theodore Grevelis, owner of the Cabot Restaurant to make all the necessary corrections will result in the revocation, by the Beverly Board of Health of their Milk License and Food Service Permit. Mr. Leo L. Panunzio to report his findings at the October Board meeting. Hearing adjourned at 7:00 p.m. Respectfully submitted, Joseph W. Walsh, Jr. Acting Director of Public Health BOARD OF HEALTH - SPECIAL MEETiNG - SEPTEMBER 9, 1971 A special meeting of the Beverly Board of Health, Commissioner of Public Works, and Mayor Herbert F. Grimes was called by the Board of Health to discuss the possibility of combining the collection of garbage and rubbish into a single collection with the ultimate method of disposal being the municipal sanitary landfill. The meeting was called to order at 7:00 p.m. in the Mayor's Conference Room. City Officials attending this meeting were Dr. Jacob H. Fine, Chairman of the Beverly Board of Health; Angelo R. Massa and A. J. Callahan, Jr.; Board members; Joseph W. Walsh, Jr.; Acting Director of Public Health; Edgar Mitchell, Acting Commissioner of Public Works; and Mayor Herbert F. Grimes. Mayor Grimes outlined his budgeting plan for the Sanitary Landfill Operation if the combined collection method was approved by the Board of Health. The Board of Health discussed the following: A. Labor problems; B. The need for two collections a week; C. Whether the entire city would be collected via this method or just a pilot district; D. If the State Department of Public Health would approve this collection method; E. Would the City conform to all the State regulations regarding sanitary landfill F. How successful is this method of collection working in other cities in the Commonwealth who are presently combining their refuse collection. After considerable discussion the Board of Health instructed the Acting Director of Public Health to either meet with or correspond with other communities presently employing the combined collection method of refuse disposal and ascertain whether they feel this method of collection is successful or not. Mr. Walsh was also instructed to contact the Massachusetts Department of Public Health's Department of Solid Waste Management to find out if they approve this method and what suggestions or information they could send to the Board of Health to assist them in making their decision. Mr. Walsh to submit his report at the October 7, 1971 Board meeting. The Board of Health, Commissioner of Public Works, and Mayor have scheduled another meeting for October 14, 1971 at 7:00 p.m. in the Mayor's Conference Room to discuss the various reports which are to be submitted by the Acting Director of Public Health, Acting Commissioner of Public Works, and Camp, Dresser, and McKee Consultants for the City regarding Solid Waste Disposal.
