2002-06-25City of Beverly, Massachusetts Public Meeting Minutes Board: Library Trustees Subcommittee: Date: Tuesday, June 25, 2002 7:00 P.M. Place: Beverly Public Library Board members present: Todd Balf, Edward Brindle, Lindsay Diehl, Kevin O’Reilly, Helga Senko, and John Young Board members absent: Joanne Panunzio, Neil Olson, Joanne Avallon Others present: Thomas Scully, Anna Langstaff Recorder: Anna Langstaff John Young presided. Edward Brindle made the motion, seconded by Lindsay Diehl, to accept the minutes of the special meeting of May 14, 2002 as read. Motion passed. Lindsay Diehl made the motion, seconded by Kevin O’Reilly, to accept the minutes of the regular meeting of May 28, 2002 as read. Motion passed. Edward Brindle made the motion, seconded by John Young, to accept the minutes of the special meeting of June 13, 2002 as read. Motion passed. Public Presentation None Committee Reports Personnel: Helga Senko reported that the Director’s evaluation is almost complete. Administration: No report. Finance: No report. Long Range Planning: No report. Report of the Library Director 1) Incident in Library Stacks: Tom Scully reported on an incident in the library stacks. The police were called. The police continue to investigate. Trustees discussed security issues at the library. Tom Scully will ask Police Chief to meet with the trustees to discuss these issues. 2) Children Internet Protection Act: The library’s internet policy needs to be re-written. The Administration Committee will meet Tuesday, September 10 at 7 P.M. to re-write the policy and then make a recommendation to the full board in September. As required by the law, there will be a public hearing before the full board meeting. 3) Farms Library: City Council will vote on Farms Library bond authorization on July 1, 2002. Using Tom Durkin’s spreadsheet, Tom Scully explained the debt service plan for the Farms Library. There will be no city funds involved in FY2003 or FY2004. 4) Budget Cuts: The Mayor cut the library’s FY2003 proposed budget of $1,430,621.00 by $101,470.82. The major cuts: $7,000.00 custodial overtime, $47,270.82 part time staff, $6,800 building repairs, $8,000 heating fuel, $30,000 book account, $2,000 library supplies. Bookmobile driver will be laid off. When bookmobile librarian is sick or on vacation, the bookmobile will not be on the road. College students will be laid off. High school students’ hours will be cut 25%. The library will close at 5PM instead of 6PM on Fridays. Once the contractor takes over the Farms building, he will be responsible for heat, electricity, and all maintenance. This budget will not qualify the library for state aid for FY2004 unless we receive more city money during FY2003. Communications 1) Edward Brindle reported that he received a letter from Albert Salt informing him that Susan Salt, former Trustee chair, died on June 3rd. 2) MBLC: Keith Fiels, MBLC director, has accepted a position with the American Library Association. Unfinished Business None New Business 1) Farms Library: Farms Library collection will be moved week of July 8 and 15. The next regular meeting of the Board will be Tuesday, September 24, 2002 at 7:00 P.M. at the Main Library. There being no further business, the meeting was adjourned at 9:05 P.M.
