Place: Beverly Public Library Board members present: Joanne Avallon, Todd Balf, Edward Brindle, Lindsay Diehl, Kevin O’Reilly, Joanne Panunzio, Helga Senko, and John Young Board members absent: Neil Olson Others present: Thomas Scully Recorder: Thomas Scully Chairman John Young called the meeting to order at 7:05 pm. MotionBy Lindsay Diehl, seconded by Ed Brindle to approve the minutes of the Long Range Planning Committee on November 19. SO VOTED MotionBy Lindsay Diehl, seconded by Helga Senko to approve the minutes of the Trustees Meeting of November 19. SO VOTED Tom Scully, John Young and Joanne Avallon reported on their meeting this morning with Mayor Crean on the subject of library security issues. The Mayor promised to try and find the money (approximately $4500) to fund a part time afternoon youth worker to deal with disruptive patrons in the after school hours. Tom Scully passed out the revised copy of the Library Behavior Policy. Amendments were made to some of the language of the policy. (copy attached) MotionBy Joanne Avallon, seconded by Joanne Panunzio to approve the Library Behavior Policy, as amended, and to forward a copy to the City Solicitor. The policy to be reviewed annually at the June Trustees Meeting. SO VOTED. Tom Scully distributed some copies of articles from MBLC NOTES, that dealt variously with budget cuts to the State library agency budget, the USA PATRIOT ACT which allows the FBI to get a search warrant to look at library patron records, and an article written by the Director of the Wakefield Library about a recent meeting of a neo-Nazi group at the Wakefield Library. Tom Scully distributed progress photos of the Beverly Farms Library construction project and said that the contractor was expecting the delivery of the structural steel in the morning. The meeting adjourned at 810 pm. Respectfully submitted, Thomas F. Scully, Library Director Library Behavior Policy We welcome everyone to use the Beverly Public Library. This policy is designed to promote appropriate use of the library. It will allow the Library to carry out its mission to provide services, programs and materials that enrich people’s lives, foster a love of reading and provide access to information. Use of the Library requires respect for others who are also enjoying the Library facilities and services. Certain activities are inconsistent with the mission of the Library and will not be tolerated. Among these are the following A Disruptive behavior, such as but not limited to, running, playing audio equipment so others can hear, loud cell phone ringing and conversations, threatening or harassing behavior, public intoxication, talking loudly, or engaging in any other behavior which would hinder the Library from carrying out its mission. A Stealing or vandalizing any property of the Library, Library Staff, and/or Library Patrons. A The use of skateboards, roller blades, roller skates, or roller scooters on library property. A Soliciting of any kind including seeking or collecting signatures for a petition. A Smoking or the use of other tobacco products in the Library or on the premises. A Possession or the use of alcohol or illegal drugs. A Possession of weapons including but not limited toknives, clubs, guns, and blades. A Bicycles or scooters in any Library public area except in designated areas. A Misuse of restrooms (e.g. using them as a laundry or washing facility). A Bringing animals into the Library, except service animals. A The consumption of food in the library except as part of library sponsored programs. A The consumption of beverages at computer workstations. A Sleeping. The Third Floor of the Library is designated as a quiet area. Those patrons who do not comply will be asked to leave the Library and its premises and may be subject to prosecution. This policy shall be reviewed by the Board of Library Trustees no later than June 2003.
