1998-09-14 BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR ME~TING SEPTEMBER 14, 1998. PRESENT: Commissioners Barnico, Dean, Duval, GourdeaR, Lydog,.-Mai}oney~. Vitale, White. ABSENT: Commissioners Eaton and Rosen. PUBLIC: Ken Lewis, Gerry Nelson, Ken Robinson, Victor Capozzi, State Representative Speliotis~ a DanverB Selectman, and approximately twenty (20) Runway 9 airport abutlets. A. CALL TO ORDER: Chairman White called the meeting to order at 7:30PM. 1. Presentations - None. 2. Reading of the Minutes for August 10, 1998 - Chairman White called for a reading of the minutes. Commissioner GourdeaR made a motion to accept the minutes, seconded by Commissioner Vitale. Motion passed unanimously. Commissioner Dean had a question on the recently cancelled "over 80' wingspan" restriction on taxiway Bravo. 3. Reading of the Financial Report for June 1998 - Chairman White called for a reading of the financial report. Due to a suspected error in airport revenues~ a motion was made by Commissioner Mahoney to table acceptance of the report until the next meeting. Motion was seconded by Commissioner Barnico and passed unanimously. B. OLD BUSINESS: · Omni Fuel Tank Removal - Airport Manager informed the Commission that a Mobil Corporation contractor will remove Omni's underground storage tanks within thirty days. · Land Acquisition Project - Airport Manager informed the Commission that it was up to FAA if they wanted to approve an extra $1,200.00 - $1,800.00 needed in order to update the Gongas' property appraisal, that FAA's decision should be available on or about 9/16/98. · GAS. Extension to Hangar #1 - Airport Manager informed the Commission that per the City Solicitor an accord had been reached with GAS.' attorney on the Hangar #1 extension amendment requirement. BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING SEPTEMBER 14, 1998 · Vegetation Management Plan - Airport Manager informed the Commission that Phase I cutting was complete except for some stump cutting, clean-up, and an area of trees along Delta taxiway that require cutting and has to be addressed, that several violations of the Order of Conditions have been corrected by Bay State Environmental and will be addressed at the 9/16/98 Danvers ConCom meeting. C. NEW BUSINESS: · Danvers Selectmen Letter of 9/11/98 - Chairman White told commission members of the letter he received from the Danvers Selectmen and read the letter to them which included five action items that the Selectmen wanted the Commission to respond to. Chairman White asked for BAC comments. M.A.C said it was okay for the BAC to send the Danvers Selectmen MAC's response to the BAC regarding the Selectmen's letter of 9/11/98 regarding the Selectmen's five concerns. M.A.C. informed BAC that the herbicide to be used for foliar treatment was Roundup, a commonly used herbicide. Chairman White asked if any abutters responded to Bay State Environmental's requests on ground well locations, Chairman White asked if BEC would check their records and see who responded. Chairman White asked if any BAC members wanted to serve on a sub-committee that was to address the Danvers Selectmen's concerns and if so, to seek a motion to form such a sub-committee Commissioners Vitale, Gourdeau, and Dean volunteered to serve on the sub-committee Commissioner Gourdeau made a motion to set up a sub-committee to respond to the Danvers Selectmen's letter, seconded by Commissioner Dean. Motion passed unanimously. · M.A.C. Sign - Airport Manager informed the BAC of M.A.C.'s request to place a M.A.C. sign on airport property. Airport commission left sign location up to the Airport Manager. · Annual Massachusetts Airport Management Association (MAMA) Meeting - Chairman White informed the Commission of the upcoming meeting and asked if any Commissioner was interested in going along with the Airport Manager. AIRPORT MANAGER'S REPORT: In addition to the regular report contained in the Commission packets, the Airport Manager provided the following additional information: · Ransom Phase II Remediation - The Phase I1 scope is currently under review by Frank Killilea, the City of Beverly's Director of Engineering; he thought Gurnard remediation should be done by the middle of November. · Sam Fonzo Road - Some paperwork still needs signing and a pre-construction meeting and notice to proceed is expected the first week of October 1998. · Gurnard Bldg. Asbestos and Lead Paint Analysis - Airport Manager informed the Commission of the results of the analysis and removal estimates. · MALS (Ground to Ground portion) - Informed Commission that Moulison Electric (M.A.C. 's electrical contractor) was busy with a New Hampshire airport project but, they would, as soon as the project permitted, give M.A.C. an estimated price for installing a hard wire activation system versus the radio frequency activation. · Channel 5 Interview - Airport Manager informed the Commission of his interview with Channel 5 regarding the tree cutting and that he had informed the BAC Chairman prior to the interview. E. CHAIRMAN/COMMISSION COMMENTS: Vegetation Management Plan Handout Information - Chairman White asked Commissioners if they had any comments on the VMP background material that was enclosed in BAC packets. PUBLIC COMMENTS: Chairman White announced he would entertain public comments and asked, for the sake of time, that there be no repeat questions. Public questions/comments included the following: · Jim McNiff informed the Commission that Bill Cianfrocca was the spokesman for the United Neighbors. BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING SEPTEMBER 14, 1998 · Bill Cianfrocca's and other airport abutters' questions/comments included such subjects as: the aircraft accident at the end ofR. unway 9 ten years ago the current restriction being lifted that forbade aircraft with wingspans 80' and over from using taxiway Bravo why Mr. Cianfrocca did not see the term "cut and drop" as a removal method in newsletters topping of trees versus "drop and mow" criticism that the VMP was not clear in removal methodology why end of Runway 9 could not be spared as was the area between taxiway "D" and Bradford Street why the airport allows large corporate jet activity and what is the largest jet that can use the airport are the airport's efforts to acquire Muffin and Gongas property for the purpose of airport expansion and, if not, then what is the airport's interest in acquiring Muffin and Gongas property concern that the proposed industrial park may encourage more airport activity defining "expansion" is Federal Express coming to the airport is there any security during the nighttime thoughts from Mr. Meilo that cutting contractor took some of his trees criticism that some neighbors didn't know they abutted an airport until the trees were cut questions on Logan traffic and regional airports an alleged written speech by a past Mass Aeronautics Commission member 4 BEVERLY AIRPORT COMMISSION MINUTES OF THE REGULAR MEETING SEPTEMBER 14, 1998 Responses from various people included: M.A.C. said that vegetation removal methodologies were not discussed in the newsletters but were discussed in plans and at the meetings that were announced in the newsletters. M.A.C. also said newsletters were not as detailed as they should have been but it was not intentional. State Representative Speliotis spoke in support of the airport abutters. Commissioner Mahoney talked of the benefit of extending taxiway "D". Commissioner Vitale reiterated that the Commission VMP Sub-Committee would be a positive means of addressing the situation. F. ADJOURNMENT: Motion to adjourn made by Commissioner Gourdeau, seconded by Commissioner Duval. Vote unanimously approved.
