Walsh, Jr. BOARD OF HEALTH - MONTHLY MEETING - NOVEMBER 4, 1971 Meeting called to order at 6:30 p.m. Members present were Doctor Jacob H. Fine, Chairman; and A.J. Callahan, Jr., Member. Also attending were Joseph W. Walsh, Jr., Acting Director; and David Amory of the Beverly Times. The minutes of the October 7, 1971 meeting were accepted as mailed. The monthly reports of the various staff members were read and the monthly bill schedules were signed. OLD BUSINESS 138 Livingstone Avenue Mr. Joseph W. Walsh, Jr., Acting Director, reported to the Board of Health that he had met again with Mr. Thomas Bussone, Assistant City Solicitor, and they had drafted another letter to Mr. James A. Dooling III and/or the Church of the Gift of God informing him of the violation and explaining his right to appeal. The Acting Director explained to the Board that at the suggestion of the Assistant City Solicitor the violation notice was delivered in hand by Mr. Richard S. Lombara, Essex County Deputy Sheriff. Mr. Walsh further reported that Mr. James A. Dooling IlI had requested a hearing before the Board of Health to discuss his connecting to the municipal sewer. After a brief discussion, the Beverly Board of Health on a motion duly made and seconded voted to schedule the Hearing requested by Mr. James A. Dooling Ill for Thursday, November 11, 1971 at 6:30 p.m. in the Board of Health Office. The Board of Health has requested that the Assistant City Solicitor be in attendance. Combined Collection of Garbage and Rubbish The Acting Director reported to the Board that Mayor Herbert F. Grimes has requested a meeting between the Board of Health, Mayor, and Public Works Acting Commissioner be scheduled for Thursday, November 11, 1971 at 7:15 p.m. in his office. The Board of Health acknowledges the Mayor's request and will meet with him on Thursday, November 11, 1971. Car Expenses The Acting Director read a letter from Mr. Richard Montoni, Code Enforcement Inspector, requesting an increase in his 1972 car allowance. The Board tabled any action on the request until the Annual Budget Meeting. They will at that time discuss and act on Mr. Montoni's request. Change of Occupancy Permit The Acting Director reported to the Board of Health that the Change of Occupancy Permit regulation is still running smoothly. As reported in the October 7, 1971 minutes, the landlords and utility company are co-operating with us in either complying with the regulations and/or assisting us when needed in the enforcement of regulation. Mr. Walsh reported that the staff is scheduling inspections for either the same day or at the latest the next morning in addition to checking the daily calls received from the utility company. following statistics are for the month of October: Calls from Gas company Permit issued Temporary Permit issued (30 days) Permits refused Single Family houses Referrals to other departments 244 74 1 3 166 3 License to operate a Day Camp "I have signed an agreement to purchase the property situated on 36 Foster Street and 2 Standley Street in Beverly, Massachusetts. I intend to use this property as a day camp during eight weeks of the summer. I will enroll boys and girls, ages 4 to 14, and the enrollment will be limited to 200 children. The necessary repairs will be made on the pool. The main building will house the dining area, toilet facilities, and other indoor camp activities. The log cabin will house the arts and crafts program, and the third building will be the locker room area. I seek favorable approval by the Beverly Board of Health to license this area for a day camp Thank you for your co-operation." (signed) Robert Myerson 7 Pickwick Road Marblehead, Massachusetts The Acting Director reported that he had inspected the facilities and they comply with Article IV Sanitation Standards for Recreational Camps for Children. After a brief discussion the Board of Health instructed Mr. Walsh to check with the Sanitary Inspector's opinion if the septic system is equate for a day camp. With this stipulation in mind, the Beverly Board of Health on a motion made and seconded voted to approve the issuance of a day camp license to the petitioner. Visiting Nurse Association "Miss Bartley has requested that I forward statistics to you showing no charge visits made by the Beverly V.N.A. which should be reimbursable by the Board of Health. These figures are from our fiscal year ending June 30, 1971: Premature Home evaluations Physical Birth Defects Mentally Retarded Children Well-Baby Clinic Follow-up 24 15 8 7 As you see, the numbers are not large. Our cost is new, $14.00 per visit, however, and every addition to our budget is significant. This year we have also initiated "no charge" Head Start follow-up visits. Our Public Health Nursing Advisor from the Massachusetts Department of Public Health has suggested repeatedly that we try to negotiate some form of agreement with the Beverly Board of Health as has been done in other communities, particularly in regard to the Prematurity Laws of payment. Supervisor, Beverly Visiting Nurses Association The Board of Health discussed in detail the request of the Visiting Nurse Association and instructed the Acting Director to meet with Mrs. Flanders, Supervisor of the V.N.A. to discuss their request for financial assistance. Mr. Walsh to submit his report to the Board at the December 2, 1971 meeting. 1972 Budget The Board of Health plans to schedule a special meeting before the December meeting for the purpose of evaluating the Departmental budget. Rodent Control Grant Mr. Walsh explained to the Board of Health that he was looking into the possibility of Beverly obtaining a grant for Rodent Control as authorized by Chapter 754 of the Acts of 1967. The Acting Director requested the Board's permission to inquire further into the possibility of Beverly being eligible for this type of grant. The Board acknowledged the Acting Director's request and told him if Beverly was eligible then apply for the Rodent Control grant. Dr. Frank S. Carbone, Jr. The Beverly Board of Health records in these minutes the valuable assistance that Dr. Carbone rendered to the Health Department on Tuesday evening, October 19, 1971 by acting in behalf of the City Physician.
