2000-06-27City of Beverly, Massachusetts Public Meeting Minutes Board: Library Trustees Subcommittee: Date: June 27, 2000 7:00 P.M. Place: Beverly Farms Branch Library Board members present: Diane Costa, Lindsay Diehl, Neil Olson, Kevin O'Reilly, Joanne Panunzio, Helga Senko, and John Young Board members absent: Edward Brindle, Katherine Fanning Others present: Thomas Scully, Anna Langstaff Recorder: Anna Langstaff John Young presided. Neil Olson made the motion, seconded by Diane Costa, to accept the minutes of May 23, 2000 as read. Motion passed. Public Presentation None Committee Reports Personnel: Neil Olson reported that the director's evaluation process will begin shortly. Administration: No report. Finance: No report. Long Range Planning: No report. Report of the Library Director 1) Copies of the Director's report (on file with these minutes) were mailed to Trustees. 2) Budget: Tom Scully distributed the final version of the budget as passed by the City Council. Public works union settled their contract. Supply accounts are fully funded. There is an increase in the book budget ($18,000 more than last year). Raises for staffare contractual. 3) Fai-ais: The Farms Fund-raising Committee has received approximately $700,000 in donations/pledges. This is half of what they need to raise. The Mayor reiterated his commitment to ask the City Council to fund the rest ($1.5 million) once the Farms Fund-raising Committee has reached its goal. Lawn Party is Saturday, September 9. The Events Committee is looking for donations for raffle baskets. Communications 1) John Young distributed a letter from the Farms Library Building Fund Committee announcing the "Novel Night on the Lawn" party, Saturday, September 9, 2000 at the Farms Library. Unf'mished Business 1) Intemet: Tom Scully di~ixibuted copies of the library's interact policy and copies of the library's computer traftie analysis. Noble will be installing a bigger capacity line to alleviate some of the high volume of interact traffic. 2) Interact Policy: There was a disenssion of the library's intemet policy. Nell Olson made a motion, seconded by Diane Costa, to accept the interact policy as presented by the Library Director. Discussion followed. Lindsay Diehl suggested that the first paragraph be divided into 3 paragraphs. The second paragraph will begin: "Parents have the responsibility..." The third paragraph will begin: "We ask that patrons..." Neil Olson accepted the amendment to his motion on the paragraph delineation. Neil Olson made a motion to move the question. One in favor, six against. Nell Olson accepted the amendment to his motion to switch number 1 and 2. Number 1 will read: "Patrons are asked not to use the library's Interact tel,~,inals to access on-line chat groups." Number 2 will read: "Patrons shall limit their connect time to 20 minutes when other patrons are waiting." John Young proposed that Number 1 be removed entirely. He asked for a show of hands: two in favor, five against. Neil Olson accepted the following amendments to his first motion: 1. First paragraph will be divided into 3 paragraphs. 2. Number 1 and 2 will be switched. 3. Number 1 will now read: "Patrons shall limit their connect time to 20 minutes when other patrons are waiting." 4. Number 2 will now read: "Patrons are asked not to use the library's Interact terminals to access on-line chat groups." Six in favor, one opposed. Motion, as amended, passed. New Business None The next regular meeting of the Board will be Tuesday, September 26, 2000 at 7:00 P.M. at the Main Library. There being no further business, the meeting adjourned at 8:50 P.M. LIBRARY DIRECTOR'S REPORT June 27, 2000 Budget- The City Council passed the Library budget as presented by the Mayor. The Mayor had previously cut $20,000 from the part-time staff account. Anna and I are reviewing that budget to determine where we can save the money. The supply accounts were fully funded for the first time in decades. Summer Reading - At the last minute the School Dept. decided to begin a mandatory summer reading program for middle school students. This is definitely a much needed program as we tend to loose readers between elementary school and middle school, however it meant we had to scramble at the last minute to buy additional copies of books on the list since the school depas tment is not providing copies of all books to all students. Farms - Work continues on the Farms fund raising and more specifically on the fund raising gala for September.
