Walsh, Jr., Acting Director of Public Health, Richard Montoni, Code Enforcement Officer, Leo Panunzio, Milk and Food Inspector, Robert Russo, Plumbing Inspector, and Ernest U. Curelli, Sanitarian Recorder: Joseph W. Walsh, Jr. BOARD OF HEALTH - MONTHLY MEETING - OCTOBER 7, 1971 Meeting called to order at 7:00 p.m. Members present were Dr. Jacob H. Fine, Chairman; and Angelo R. Massa. A. J. Callahan, Jr. on vacation. Also attending were Joseph W. Walsh, Jr. Acting Director of Public Health; Leo L. Panunzio, Milk and Food Inspector; Ernest U. Curelli, Sanitarian; Robert Russo, Plumbing Inspector; Richard Montoni and Alfred J. Semple, Code Enforcement Inspectors. The minutes of the September 2, 1971 meeting; the special meeting of September 9, 1971 and the Hearing requested by Theodore Grevelis, owner of the Cabot Restaurant, on September 9, 1971 were accepted as mailed. The monthly reports of the various staff members were read and the bill schedules were signed. OLD BUSINESS 138 Livingstone Avenue Mr. Joseph W. Walsh, Jr., Acting Director, reported to the Board that he had met with Mr. Thomas Bussone, Assistant City Solicitor, and they had drafted a letter to Mr. James A. Dooling III and/or the Church of the Gift of God, telling him of the Board's March 8, 1971vote which ordered him to connect his building or buildings located at 138 Livingstone Avenue, Beverly, Massachusetts to the common sanitary sewer. Mr. Walsh reported that Mr. Dooling's father was served the order by the Board of Health in hand by the Gloucester Police on September 29, 1971 at the Magnolia Manor, and he had failed to contact the Health Department Office and had not complied with our order. After a brief discussion, the Beverly Board of Health on a motion made and seconded voted unanimously to take the necessary legal steps to enforce the recommendations of the Plumbing Inspector to require Mr. James A. Dooling III and/or the Church of the Gift of, Inc. to connect a dwelling owned by either party and located at138 Livingstone Avenue to the municipal sewer. The Board of Health instructed the Acting Director to inform James A. Dooling III of his right to a hearing. Cabot Restaurant Mr. Leo L. Panunzio, Milk and Food Inspector, reported that Mr. Theodore Grevelis, owner of the Cabot Restaurant located at 150 Cabot Street, Beverly, had not corrected the violations as listed in our letter of July 29, 1971 within the time allotted to him after his hearing with the Beverly Board of Health on September 1971. Mr. Joseph W. Walsh, Jr., Acting Director, reaffirmed Mr. Panunzio's testimony regarding the lack of progress on the part of the owner of the Cabot Restaurant to correct all the violations of Article X of Massachusetts Sanitary Code. After a brief discussion the Beverly Board of Health on a motion duly made and seconded unanimously voted to revoke both the Food Service Permit and the Milk License of the Cabot Restaurant effective at the end of the business day, Saturday, October 9, 1971 and further to order the owner to cease and desist after October 9, 1971 immediately the operation of the Cabot Restaurant located at 150 Cabot Street, Beverly, Massachusetts. The Board of Health instructed the Acting Director to notify Mr. Theodore Grevelis, owner, in writing of their decision. Combined Collection of Garbage and Rubbish Survey The Acting Director submitted his report to the Board of Health for their evaluation before the October 14, 1971 scheduled meeting with the Mayor and Public Works Commissioner. Change of Occupancy Permit The Acting Director reported to the Board that the Change of Occupancy Permit Regulations has been in effect for one month and is operating smoothly. He stated that the property owners and landlords are requesting inspections and complying with our requirements. The Acting Director further reported that the Department has been receiving excellent co-operation from the Massachusetts Electric Company regarding the reporting of electrical service requests and on two occasions curtailing of electric service until we requested that the service be provided. The following statistics are for the month of September: Permits issued August 31-September 30 Referrals to other departments Apartments - permits refused 95 5 6 Apartments - corrections made Current permits refused Call from Gas and Electric Company Calls to have utilities shut off Single family and apartments less than 5 years 5 1 238 1 138 1 Flu Clinic The Acting Director reported that the Annual Municipal Employees' Flu Clinic was held on September 30, 1971 and 290 employees received the vaccine. The Board accepted this report as a final report. NEW BUSINESS Sanitarian's Appointment "Pursuant to our recent conversation, I have hired, subject to your approval, Mr. Ernest Curelli, 17 Brimbal Hill Drive, Beverly under the Emergency Employment Act of 1971. It is clearly understood that this employee is hired by and works for the Mayor's Office. However, he is on "loan" to the Board of Health, I assume not only as a Registered Sanitarian, but also in any capacity meeting his capabilities, to work under the express direction of the Acting Director of Public Health. Massa" The Beverly Board of Health after discussing in detail the hiring of a Sanitarian under the Emergency Employment Act voted to accept the assignment made by the Mayor of Mr. Ernest Curelli, 17 Brimbal Hill Drive, Beverly under the conditions as stated in his letter of September 30, 1971. Car Expenses Mr. Richard Montoni, Code Enforcement Inspector, submitted a bill for $42.00 additional expenses for September "because of extra mileage on new occupancy permits". The Board voted to table Mr. Montoni's request until preparing the 1972 budget. Permit Request to Dispose of Cesspool or Septic Tank Wastes The Acting Director read a letter from Mr. Joseph I. Jaslowick, owner of Joy Cesspool located at Joy Lane, Ipswich, Massachusetts requesting permission to dispose of septic tank or cesspool waste in Beverly. After a brief discussion the Board of Health on a motion made and seconded unanimously voted to deny his request. The Board instructed the Acting Director to notify Mr. Jaslowick in writing of their decision. Meeting adjourned at 8:10 p.m. Respectfully submitted, Joseph W.
