Scanlan, Director of Public Health, Richard Montoni, Code Enforcement Officer, Leo Panunzio, Milk and Food Inspector, Robert Russo, Plumbing Inspector, and Joseph W. Walsh, Jr., Sanitarian Recorder: Joseph W. Walsh, Jr. BOARD OF HEALTH - MONTHLY MEETING - NOVEMBER 2, 1970 Meeting called to order at 6:00 p.m. Members present were A. J. Callahan, Jr. and Angelo R. Massa. Also attending were Thomas Scanlan, Director; Joseph W. Walsh, Jr., Sanitarian: Leo L. Panunzio, Milk and Food Inspector; Robert Russo, Plumbing Inspector; Richard Morttoni and Alfred Semple, Code Enforcement Inspectors. The minutes of October 5, 1970 meeting were read and accepted. The monthly reports of the various staff members were read. The bill schedules were approved and signed. OLD BUSINESS Code Enforcement Mr. Richard Montoni, Code Enforcement Inspector, reported that he been unable to re-check all the properties that violation and/or late violation notices had been sent to, but the properties checked had begun to make the necessary repairs. Mr. Montoni further stated that the publicity from our recent court case has helped to motivate the property owners to make the necessary repairs. Mr. Richard Montoni, Code Enforcement Inspector, reported to the Board that the department had been successful in regard to recent court action against Kanter Realty Trust, owner of 14 Central St. The court fined Kanter Realty Trust $500.00 for violations of Article II of the Massachusetts Sanitary Code. Mr. Montoni further reported that Kanter Realty Trust has appealed the decision to Superior Court. Mr. A. J. Callahan, Jr. suggested that we invite a member of the legal department to the December Board of Health meeting to discuss the legal assistance needed by the Code Enforcement Program. Sanitary Survey (See October 1970 minutes) Mr. Joseph W. Walsh, Jr., Sanitarian, reported that Romeo Beaulieu Commissioner of Public Works informed him that his office would be advertising the specifications to remodel the existing dike located between the dump and the Hannah School later this week (Nov. 6, 1970). Mr. Walsh reported to the Board that the South Essex Sewerage District Commissioner had begun to make the necessary repairs to the cracked sewer line located near the Sandy Point Beach. Joseph W. Walsh, Jr., Sanitarian, Submitted the following final report of his observations during a recent sanitary survey of the stream which feeds Rice's Beach. "The Sanitary Survey of the stream which flows from Neptune Street to the outfall of Rice's Beach has been completed. The procedure outlined in my previous report for Dane Street Beach was followed when inspecting this stream. In addition, because of close proximity of several homes along this stream, their water closets and laundry facilities were dye-tested. Two of the houses tested revealed that their septic systems had failed and effluent from these houses was draining directly into the stream. Both of the property owners have been notified by registered mail of our findings and ordered to make the necessary corrections. Copies of these notices have been given to Mr. Robert Russo, Sanitary Inspector, for the City. Mr. Russo met with both property owners, discussing possible ways of correcting the problem and will file a separate report. The survey disclosed that the stream has been disturbed by construction, polluted by sewerage, and the flow inhibited by rocks and other debris lodged in the stream. Therefore, in addition to the homeowners correcting their problem, I make the following recommendations: 1. The streams should be cleaned of all debris. 2. The section of the pipe which has collapsed, impeding the stream flow, should be repaired. 3. Water tests disclosed that the stream should be chlorinated I feel if the recommendations in both reports are carried out before the next bathing season, we should not have a re-occurrence of the problem which resulted this year in the placarding of both beaches." The following recommendations are from Mr. Robert Russo, Sanitary Inspector, with regard to the property owners who are discharging effluent into the stream are as follows: "Because of a proposed lift station to be installed on Bay View Avenue, in the very near future, I have suggested to both Mrs. Newman and Mr. Roberts that they take no action, at this time, on their sewerage problems. This new lift station will take in part of Neptune Street, Neptune Court, Lawnbank Road, and Bay View Avenue. When this station is completed, it will correct any of the problems in that area and make it possible for both Mrs. Newman and Mr. Roberts to enter the public sewer." The Board of Health accepted both reports as reports of progress. Rubella Clinic Mr. Joseph W. Walsh, Jr., Sanitarian, reported that the Rubella (German Measles) Clinic will be held at the Vittori-Rocci Post, November 21, 1970 tentatively from 8:00 a.m. - 1:00 p.m. Mr. Walsh reported that the application cards had been distributed 2,500 doses of vaccine had been picked up from the State Laboratory in Jamaica Plain. Director Exam Thomas H. Scanlan, Director, reported that he had sent a requisition to civil service for an inter -departmental exam for the position of Director of Public Health and had not received a reply from Civil Service as yet. NEW BUSINESS 138 Livingstone Avenue Mr. Robert Russo, Plumbing Inspector, reported to the Board that he had received a complaint from a former employee of a retreat house owned by Mr. James A. Dooling located at 138 Livingstone Avenue, Beverly regarding poor plumbing facilities and that too many people were using the existing facilities. Mr. A. J. Callahan, Jr., member, suggested that we get a copy of his charter from the Secretary of State's Office at the State House and have the legal department review the charter for this department. Mr. Russo reported that the effluent from his septic system is discharging into the river. Mr. Russo to investigate the complaint further and report his findings at the next Board meeting. The Board of Health decided to table further action until the next Board of Health meeting. Meeting adjoumed at 7:30 p.m. Respectfully submitted, FOR: Thomas H.
