BOARD OF HEALTH - MONTHLY MEETING - AUGUST 3, 1970
Meeting called to order at 6:05 p .m. Members present were A. J. Callahan, Jr. and Angelo R. Massa.
Also attending were Thomas Scanlan, Joseph W. Walsh, Jr., Robert Russo, Leo Panunzio, Richard
Montoni, and Alfred Semple.
The minutes of the July 13, 1970 monthly meeting were read and the corrected minutes were
accepted. The monthly reports of the various staff members were read and accepted. The bill
schedules were signed.
OLD BUSINESS
Re-organization
Mayor Grimes' re-organization of the inspectors into a central office has no progress to report until
the Welfare Department moves into their new quarters.
Kanter Realty Trust
Progress of Kanter Realty Trust in repairing several structures owned by the Trust and in violation
of Article II. Mr, Montoni reports that considerable progress was made in June, but it appears that
Mr. Kanter is drifting away from completing one house before starting another as required by the
Board of Health at their June 1st meeting. Mr. Montoni reported that Mr. Kanter is jumping from
property to property doing minor repairs and not showing any progress in correcting major violations
of the Sanitary Code.
Mr. Montoni reported that there has been little progress shown by Kanter Realty Trust in repairing
13 1/2 and 14 Central Street, Beverly which are owned by the Kanter Realty Trust.
After considerable discussion regarding Mr. Kanter's lack of progress repairing these structures the
Board of Health made an on-site inspection of said properties and on a motion made and duly
seconded, voted to give Kanter Realty Trust five (5) days to provide a working crew and show
considerable progress in making the required renovations to his property.
Failure to make the required renovations will result in Mr. Montoni requesting the City Solicitor's
assistance in taking court action to obtain compliance.
Tine Testing
Mr. Walsh explained to the Board his conversation with Dr. Derek Robinson of the Massachusetts
Department of Public Health and he stated that a tine testing program of this type is "hard to enforce
and it is impossible to do it properly". He further stated that the City of Boston has "one half the T.B.
cases in the state and does not have an ordinance to do this type of program". Dr. Robinson further
stated that the odds are as low as 5% of finding any active cases. Also, there are questions involved
regarding the follow-up clinics for x-rays and the handling of people who are unwilling to go to these
clinics. Robinson told Mr. Walsh that Hingham, Brockton, and Salem had local ordinances for this
program.
Mr. Scanlan told the Board that even though Salem has had an ordinance for several years, they find
it unenforceable and have no program relative to tine testing of food service personnel.
Mr. Callahan instructed Mr. Scanlan to check with Hingham and Brockton to see if they enforce their
ordinance or not, and obtain from them information for the Board before they made a final decision.
12 Highland Avenue
Mr. Waish read a letter from Mr. Raymond Soper, Gas Inspector, regarding a request of Mr. John
Taylor of 12 Highland Ave., Beverly to cook in his rooming unit. Mr. Soper o.k.'s Mr. Taylor's quest
provided that the variance be granted to Mr. Taylor the tenant ONLY and not to the apartment itself.
NEW BUSINESS
Junior Clerk
Paula Clancey requested to go from a junior clerk-typist to a senior clerk-typist approved by Board
of Health. Mr. Scanlan to call for a promotional exam for the position.
School Dentist
The Board of Health approved the exam flyer for School Dentist.
Robert Russo
Mr. Russo presented correspondence from the State Examiners of Plumbers' Rules and Regulations
regarding irrigation systems and building sewers and water services permits for adoption under
Chapter 358 of the Acts of 1965 which the Board will review at a public hearing to be held on
Tuesday, October 6, 1970.
Mr. Russo to study these rules and regulations and inform the Board of his opinion at the September
Board of Health meeting.
Nelson Avenue Sub-division
Mr. Russo showed the Board the proposed Vitale's sub-division plans to be located behind Nelson
Avenue, North Beverly. Mr. Russo to write to the Planning Board for an extension of time to review
these plans.
Mr. Russo to study these plans and report his findings at the September Board of Health meeting.

Frisch Estate
Mr. Russo informed the Board that the Frisch Estate is going to be sub-divided and he is going to
look into the feasibility of a City sewer system rather than individual septic systems.
Russo to provide more information to the Board at the September meeting.
