2003-03-13City of Beverly, Massachusetts Public Meeting Minutes Board: Library Trustees Subcommittee: Finance Committee Date: March 13, 2003 6:45 P.M. Place: Beverly Public Library Board members present: Edward Brindle, Lindsay Diehl, Kevin O’Reilly, and John Young Board members absent: Others present: Thomas Scully, Anna Langstaff Recorder: Anna Langstaff Edward Brindle presided. Tom Scully presented the Mayor’s proposed FY 2004 bottom line target budget of $1,247,831. Tom Scully wants to put more money into the maintenance and repair account. Bookmobile needed many repairs this past year, broken windows needed to be repaired, and the boiler needs to be repaired. Electric account has been reduced because the City is saving money on electrical costs. Service contracts will be more because of elevator, generator, and fire alarm system that will be installed in the Farms Library. Computer maintenance will increase because the governor took away the money the state gave us for computer telephone lines. Heating fuel will increase because the Farms Library will be open. Tom Scully reviewed several options for reducing the budget in order to meet the target of $1,247,831. One option discussed was to close Sundays and reduce the book budget by $96,000. Another option discussed was to close Fridays and Sunday and reduce the book budget by $88,400. Another option discussed was to reduce the book budget by $108,000 and keep the same hours we have now. The finance committee did not come to a conclusion but agreed that the full board will need to decide if the hours should be shortened (close Sundays) or book budget reduced to $100,000. It was agreed that the budget figure of $1,247,831 would be submitted to the Board, but the Finance Committee did not make a determination as to necessary operational requirements needed to meet this figure. There being no further business, the meeting was adjourned at 8:00 P.M.
