BOARD OF HEALTH - MEETING - MARCH 2, 1970
Meeting called to order at 6:00 p.m. Members present were Dr. J. H. Fine, Chairman; Angelo R.
Massa and A. J. Callahan, Jr. Also Joseph W. Walsh, Jr., Leo Panunzio, Robert Russo, and Richard
Montoni. Mr. Scanlan is at home, recuperating from a recent operation.
OLD BUSINESS
Garbage Contract Bids
Mr. Walsh opened the Garbage Contract Bids for District #4 for the 1970-72. The following
contractors were in attendance: John Contoni, Roy Ferrera, Robert Pompey and Fred Waselchuk.
Also bidding, but not present, was Edward Kozeneski.
The bids are as follows:

These bids were taken under advisement by the Board of Health.
Anibal Teixeira, Albert Lawler, and Roy G. Ferrera, the low for Districts 1, 2, 3, and 5 appeared
before the Board of Health to report on their equipment and to discuss the contract specifications.
Two collections from April 1 to October 31 of each and one collection during the remainder of the
year, are required, as explained by the Board of Health.
Mr. Teixeira stated that he makes the required collections yearly and Mr. Callahan remarked how
only 122 complaints were received district during the past year.
When questioned by Mr. Callahan, Mr. Ferrera and Mr. Lawler stated that they make the required
collections annually. Mayor Grimes wanted to know what type of equipment and amount of
equipment being used in each district daily.
It was brought to the contractor's attention that there were 588 complaints received by this office
from the residents of both districts last year.
Mr. Lawler was questioned at length about his equipment, poor performance, large volume of
complaints received last year, and his capability to perform, if awarded the contract for District
Mr. Lawler stated that he had a help problem and if awarded the contract for District 5 he could fulfill
the contract specifications. Mr. Massa wants an improvement in his equipment by the acquisition of
a larger covered truck. Mr. Lawler stated that if awarded the contract he could improve his
equipment and provide the proper covers.
Dr. Fine wanted the following suggestion entered into the minutes of the meeting: That when the time
for the next bidding period arrives the Board allow itself enough time to study the contract
specifications for any changes that the Board would feel are necessary to hold the bidding prices in
line.
Mayor Grimes made a proposal to the Board of Health that the City's Public Works Department take
over the collection of garbage in #5 as a test area and if successful it could be expanded into other
garbage districts. The Mayor stated that this garbage collection will be combined with the rubbish
collection and the additional cost to the city will be $10,000.00 per year.
The Board tabled the Mayor's recommendation and the awarding of the contracts until a special
meeting to be held on March 6, 1970 at 7:30 p.m. so that they could study the Mayor's proposal and
arrive at the proper decision.
Re-organization
Mayor Grimes stated that the re-organization of all the inspectors into a central office is still in the
planning stages. He is waiting to hear from the questionnaire which was sent to the different cities
that already have this arrangement. The Mayor hopes to report his findings at the next Board meeting.
NEW BUSINESS
The President of the Board of Aldermen, Mr. Peter Fortunato, asked the Board if we had any records
regarding the number of persons treated for drug use in Beverly, and if there was a law, either state
or local, that would require the physicians and hospitals to furnish this information.
The Board told Mr. Fortunato that they will look into the matter and report back to him.
Waterfront Advisory Committee
Mr. Simmons, Mr. Hyland, and Mr. Perrun of the Waterfront Advisory Committee; Mr. Caron Mr.
Dionne, and Mr. Gary, Marina owners; and Mr. Munson, Harbormaster, at the request of the Board
of Health, artended this meeting.
The goal of this joint meeting was to discuss the growing pollution problem along our coast and to
offer suggestions as to how all parties involved could educate the general public by making them
aware of this problem.
It was suggested that the Police Boat be more active during the boating season, and along with the
Harbormaster, they both could police the waters. The marina owners will continue to write into their
docking agreements certain rules as to rubbish and garbage disposal.
Another suggestion made was the addition of part time Harbormasters to help in policing the waters.
The Board of Health will sample the water, post the areas, and make routine inspections during
boating season.
It was also brought out that the Coast Guard tests the water during the non-boating season. Both
groups to meet again in the near future.
Gloucester Crossing Improvement Association
The Gloucester Crossing improvement Association did not appear before the Board.
Meeting recessed at 8:30 p.m. until March 6, 1970 at 7:30 p.m. in the Board of Health Office.
