Edward Brindle presided.
Thomas Scully reviewed proposed budget for FY97/98.
Edward Brindle voiced concerns about how the Mayor and City Council witl react to increases in
pan-time salaries. Other finance committee members worried how the Mayor will react to adding a
full-time position with a benefits package. Tom Scully noted that we need to remind the Mayor and
City Council that we are filling a vacant position.
Edward Brindle wondered whether a simple written analysis explaining the personnel cost increases
should be attached to the budget. Tom ScuHy explained that all line items can be annotated, It is up
to the Mayor whether the City Council sees these annotations.
There was a discussion of maintenance and repair needs.
There was a discussion on how a possa~ble request by the Mayor to cut out certain amounts from the
budget ought to be handled. Tom Scully explained that he will probably have an opportunity to
discuss the libranfs budget with the Mayor.
Tom Scully reviewed the budget process: Tom Scully sends the budget to Mayor Scardon, the Mayor
sends it to the full City Council with his recommendations; the Council refers it to its finance
committee; then the budget goes back to the City Council for a full vote.
Neil Olson made the motion, seconded by Kay Fanning, to
Accept the Director's budget of $1,010,904.29 to be presented to the full Library Board for
approval and submission to Mayor ScanIon. Motion passed.
Edward Brindle inquired about future needs that are not covered in the budget. Tom ScuHy noted that
the highest unfunded needs are PCs, connect charges, wiring, and Farms building project.
