Joseph Callahan, Jr., and Angelo R. Massa Board members absent: Dr. Jacob H. Fine, chair Others present: Thomas H. Scanlan, Director of Public Health, Richard Montoni, Code Enforcement Officer, Leo Panunzio, Milk and Food Inspector, Robert Russo, Plumbing Inspector, Alfred Semple, Code Enforcement Officer, and Joseph W. Walsh, Jr., Sanitarian Recorder: Joseph W. Waish, Jr. BOARD OF HEALTH - MONTHLY MEETING - MAY 4. 1970 Meeting called to order at 6:05 p.m. Members present were A..J.Callahan, Jr. and Angelo R. Massa. Dr. J. H. Fine was absent. Also attending were Thomas Scanlan, Joseph W. Walsh, Jr. , Robert Russo, Leo Panunzio, Richard Montoni, and Alfred Semple. The minutes of the April 6, 1970 meeting were read and accepted. The schedules were signed by the Board members. The Board also signed the application for renewal of the nursing home license for Hancock House Nursing Home. The monthly reports of the various staff members were read and accepted. OLD BUSINESS Fred Waselchuk The Board discussed Mr. Fred Waselchuk's lack of being able to obtain a bond and his request to the Board to deduct a certain amount of money from his monthly check until enough money has been withheld to cover his binding requirements. The Board instructed Mr. Walsh to investigate this matter further and to assist Mr. Waselchuk in alleviating his problem before the next Board of Health meeting. If at that time Mr. Waselchuk still cannot get a bond, he will be requested to appear before the Board of Health to explain his problem and the Board, at that time, will decide what course of action will be taken, regarding this contract requirement. Burger King The application to install an incinerator at the Burger King take-out restaurant was held up until they show a plan with the location of this incinerator to the Board. Mr. Callahan and Mr. Massa indicated that once this location has been established they will personally make an inspection and evaluate the location, and arrive at the proper decision. Inspector of Animals The lack of an Inspector of Animals discussed in depth by the Board of Health; they requested Mr. Scanlan to investigate the possibility of the Dog Officer bringing the dogs to a local vet and being checked instead of the vet going to the home of the owner of the dog. Re-organization The Mayor's plan for re-organization of Inspectors tabled until the next Board of Health meeting. German Measles Clihic The Board was informed that the German Measles Clinic will be held May 8, 1970 from 1: 00 - 4:30 p.m. Over 2,000 children are expected to take advantage of this clinic. Code Enforcement Mr. Callahan introduced a letter to the Board to be sent, over the Board of Health's signature, to the City Solicitor, Mayor, President of the Board of Aldermen, Requesting legal assistance for the Code Enforcement Inspectors when they are preparing hearings, court cases, etc. The Board of Health will send Mr. Montoni and Mr. Semple to a training program for Housing Code Inspectors to be held a total of nine days commencing on June 9, 1970 to be held on Tuesday, Wednesday, Thursday for three consecutive weeks and sponsored by the Massachusetts Department of Community Affairs. The Board will also send Mr. Walsh to a seminar on Solid Waste Disposal sponsored by the United States Public Health Service to gain more information for their continuing solid waste study. NEW BUSINESS VARIANCE HEARINGS 17 Fayette Street Mr. & Mrs. Wolf Winikur appeared before the Board to request a variance regarding one means of egress from a third floor apartment; this dwelling is located at 17 Fayette Street, Beverly, Massachusetts. The Board of Health took this request under advisement and will notify them of their decision. 12 Highland Avenue Orlando Desilvestre appeared before the Board to request a variance regarding one means of egress from an apartment in his dwelling located at 12 Highland Avenue and his tenant Mr. John Taylor who wanted a variance regarding the use of a stove in his apartment. The Board advised both parties that they will take their requests under advisement and will notify them of their decision. 23 - 23 1/2 Central Street Mr. Cecil Weinstein appeared before the Board and requested a variance regarding one means of egress from the second floor apartments 23-23 1/2 Central Street, Beverly. The Board took this request under advisement and will notify him of their decision. Israel Frisch Estate A representative of the Israel Frisch Estate failed to appear before Board. 22 Front Street / 28 Bartlett Street At the recommendation of Mr. Alfred Semple, the Board requests Mr. W. David Crosby to appear before them to explain why certain violations of Article II of the State Sanitary Code have not been corrected. The addresses of these properties are 22 Front Street and 28 Bartlett Street. Mr. Semple's recommendations regarding the coding of the Gloucester Crossing area were approved by the Board. The Code Enforcement Inspector will start this area in the near future. Centerville Sewer Mr. Russo, Sanitary Inspector, brought to the Board of Health's attention that there are several septic systems in Centerville failing and the Board of Health should write a letter to the Commissioner of Public Works, Mayor, and President of the Board of Aldermen requesting information regarding when the city sewer will be made available to this section of the city.
