Joseph Callahan, Jr., and Angelo R. Massa Board members absent: Others present: Mayor Herbert F. Grimes, Leo Panunzio, Milk and Food Inspector, Robert Russo, Plumbing Inspector, Alfred Semple, Code Enforcement Officer, and Joseph W. Walsh, Jr., Sanitarian Recorder: Joseph W. Walsh, Jr. BOARD OF HEALTH - MONTHLY MEETING -February 2, 1970 Meeting called to order at 6:00 p.m. Members present were Dr. J. H. Fine, Chairman; Angelo R. Massa and A. J. Callahan, Jr. Also attending were Joseph W. Walsh, Jr., Leo Panunzio, Robert Russo, and Alfred Semple. Mayor Grimes was also in attendance. Thomas Scanlan is recuperating at home from an operation and Richard Montoni was on vacation. Reading of the minutes of January 12, 1970 meeting were suspended. The schedules were approved and signed by the Board members and the monthly reports of the various inspectors and nurses were read and accepted. OLD BUSINESS Garbage Contract Bids Mr. Walsh opened the Garbage Contract Bids of the five (5) districts, the period 1970-72. The following contractors were in attendance Anibal Teixeira, Leo Paulino, Roy G. Ferrera and Albert F. Lawler. bids were read in public and are as follows: District #1 District #2 District #2 District #3 District #3 District ~4 District #5 - $17,000.00 per year - Anibal Teixeira - $30,150.04 per year - United Disposal Inc. - $26,250.00 per year - Eastern Contract Disposal - $18,675.00 per year - United Disposal Inc. - $13,425.00 per year - Eastern Contract Disposal - NO BIDS SUBMIITTED - $13,520.00 per year - Albert F. Lawler These bids were taken under advisement by the Board of Health. After a discussion of the lack of bids in the 4th District, Mr. Walsh was instructed by the Board to contact the City Solicitor for advice and proper procedures before readvertising or contacting the contractor in regard to bidding on District #4. Garbage Complaint Mr. Walter Doane of 204 Brimbal Avenue, Beverly spoke before the Board about garbage contractor in his district not providing the services that the City is paying for. Mr. Doane's complaint was acknowledged by the Board and they will take it under advisement. NEW BUSINESS Code Enforcement Mayor Grimes met with the Board to discuss the Code Enforcement Office and its organizational structure, in addition to the availability of HUD Funds and the need of a liaison between his office and HUD to obtain the funds. The Mayor also spoke of the possibility of having all the inspectors building, plumbing, electrical, gas, and code enforcement re-organized under one department. Mayor Grimes is to submit, within 30 days, his plan for restructuring and reorganization of the department involved to the Board of Heaith. Richard Montoni The Board read letters from Mr. Montoni and they were held over to next Board meeting. Waterfront Pollution Problem Mr. Walsh suggested that the Board of Health invite the Waterfront Advisory Committee, Harbormaster, and Marina Operators to the next Board meeting to discuss the waterfront pollution problem. The Board agreed to invite the above-mentioned group to the next meeting, Gloucester Crossing Improvement Association. Mr. Walsh told the Board that the Gloucester Crossing Improvement Association would like to appear before the Board at their next monthly meeting. The Board sanctioned this request.
