BOARD OF HEALTH - MONTHLY MEETING - JANUARY 12 1970
Meeting called to order at 6:10 p.m. Members present were A. J. Callahan, Jr. and Angelo R. Massa,
with Dr. Fine being absent. Also attending were Joseph W. Walsh, Jr., Leo Panunzio, Robert Russo,
Richard Montoni. Mr. Scanlan was absent due to the fact he is in Salem Hospital.
The minutes of December 1, 1969 were read and accepted. The monthly schedules were signed by
the Board members and the monthly reports of the various staff members were read and approved.
OLD BUSINESS
Housing
Montoni brought a list of houses before the Board for their permission to obtain court complaints.
He also stated that Judge Durkin of Salem District Court wants us to be represented by the City
Solicitor or other legal counsel when taking landlords or tenants to court.
Mr. Montoni also requested a description of his duties and to whom did he report. Mr. Callahan told
him that he reported to Mr. Walsh and Mr. Walsh in turn would report to Mr. Scanlan any progress
or housing problem. All questionable cases and probable court cases are to be discussed with Mr.
Walsh and/or Mr. Scanlan before going to the Board with final recommendations.
16 Bennett St./16-18 Ropes Street
The Board of Health discussed the lack of progress at 16 Bennett Street and the pending court case
regarding 16-18 Ropes Street.
Mumps Clinic
The Board of Health was informed of the progress of the Mumps Clinic tentatively scheduled for
February school vacation. They were also informed that the Vision and Heating Tests have been
completed in the parochial schools.
NEW BUSINESS
Chairman
The Board of Health on a motion duly made and seconded unanimously elected Dr. Jacob H. Fine
Chairman of the Board for 1970.
Garbage Bids
Mr. Walsh was instructed by the Board to advertise garbage bid notices with the notice to be worded
exactly the same as the 1968 notice. The notice should be advertised in four papers serviced by Essex
County Newspapers for broader coverage. The bids will be opened at 6:00 p.m. on February 2, 1970
at the regularly scheduled Board of Health monthly meeting.
