Present: Nancy Bender, Edward Brindle, Diane Costa, Kay Fanning, Margaret Goodwin, Neil Olson,
Kevin O~eilly, Helga Senko, John Young.
Also Present: Thomas Scully, Anna Langstaff
Nancy Bender called the meeting to order.
Kay Fanning made the motion, seconded by Neil Olson, to accept the minutes of December 19, 1994.
Motion passed.
Election of Officers
Margaret Goodwin nominated Diane Costa for Chairman, seconded by Neil Olson. There being no
other nominations Kay Fanning moved, seconded by Diane Costa, that the nominations be closed.
Diane Costa was elected by acclamation.
Diane Costa nominated Margaret Goodwin for Secretary, seconded by Neil Olson. There being no
other nominations Kay Fanning, seconded by Diane Costa, moved that the nominations be closed.
Margaret Goodwin was elected by acclamation.
Board members thanked Nancy Bender for her years of dedication and hard work as Chairman.
Nancy Bender thanked Board members for their support and hard work during the past years.
Diane Costa presided for the remainder of the meeting.
Committee Reports
Personnel: No report.
Administration: No report.
Finance: Edward Brindle reported that the Finance Committee met on January 23, 1995 to review
the disposition of Mrs. Loring's girl of stock. Neil Olson made the motion, seconded by Nancy
Bender, to:
accept the recommendation of the Finance Committee to cash in Mrs. Loring's gift of stock
to purchase equipment for the Beverly Farms Library. The motion was unanimously
approved.
Long Range Planning: No report.
Report of the Library Director
1) Long Range Planning: In order to apply for federal grant money that is administered by the state,
the library needs to have a long range plan. A planning committee needs to be formed. 2) Trustees
Handbook: Trustees handbook is being updated. 3) State Aid: Library received $26,619.29 in state
aid. 4) M.B .L.C. Strategic Plan: Legislation has been filed to improve library technology and resource
sharing. 5) Internet is now on-line on our public access catalogs. 6) Arbitration: There was a meeting
January 1.8, 1995 with T.L.T. to try to resolve arbitration. The city will probably file a counter claim.
7) First Night: First Night activities held at the library were a success. 8 ) Concert Series: Friends will
be funding this Summer's concert series. 9) Copies of Director's and Assistant Director's job
descriptions have been sent to City Councilor Bill CougiMin, as requested.
Communications
1) Nancy Bender received an invitation to a reception for Will Barnet's exhibit at the Worcester Art
Museum.
Unfinished Business
1) Cocktail Party Fund Raiser: Joe Mahoney has agreed to host a cocktail fund raiser for the library.
Date to be ~nalized at next meeting. 2) Appraisal Day: Scheduled for the end of September. 3)
Commemorative Plaque: Tony Tappe will provide a plaque to commemorate the Board of Trustees,
Mayor Monaban, and the Building Commission.
New Business
1 ) Edward Brindle inquired whether the library will sponsor another community service organization
event, 2) Homecoming: Tom Scully will contact Joan Fairbank about auctioning two Will Barnet
posters during Homecoming Week.
The next meeting of the Board will be Monday, February 27, 1995 at 7:00 PM at the Main Library.
There being no further business, the meeting was adjourned at 8:20 PM.

Beverly Public Library Memorial Fund: Repository for small memorial gifts on behalf of decedents in place of funeral flowers
Original Principal: None
Katherine P. Loring Memorial Fund (1944): Gift of Louisa L. Vaughan to accumulate income and add to principal to be used
toward cost of building a children's library.
Original principal: $2,000 The balance of this funded was experttied in 1994 to furnish the Childrens Room in the new library.
Abby W. Hunt Fund (1934): Income to be used by the City to purchase books for the library.
Original principal: $15,000
Theodore Fletcher Cobb Memorial Fund (1960/61): Donation from his mother in memory of her sen killed during World War
II. The income to be used at the discretion of the Trustees to:
(a) purchase books for the Library
(b) help reading habits of young boys and girls through history; or
(c) talks on purpose of good reading to fire the ambition of such young people

Jessie I._ 0. Pierce Fund (1972): From the will of jessie L. 0. Pierce for the benefit of the Beverly Public Library.

John L Baker Fund (19t4): From the will of Bessie A. Baker for the benefit of the Beverly Public Library. Amount to be added
to the John I. Baker Fund to buy books on history, politics, political science and have prepared a suitable book plato. The above
applies only to testamenta~ gift of Bessie A. Baker. No other information found on John 1. Baker "previously set up."

Joseph W. Lefavour Fund: one-third of estato to the Beverly Public library.
Principal as of 1975:$81,687.84
Ebenezer Ray Fund, under the will of Rev. Augustus Woodbury: To City of Beverly the residue of estate as a Fund entitled
"Ebenezer Ray Fund" for the benefit of the free public library in Beverly to be used at the discretion of the trustees.

Soltier Fund ( 1926): To the Trustees of the Beverly Public Library, to be known as the "Sohier Fund" In memory of father, income
to be used for prizes to pupils and recent graduates in and of Beverly Public Schools; for instruction in use of the Library and in
other methods of increasing usefulness of Library to children.

Louis D. Webher Fund (1935): To Beverly Public Library as "L. D. Webbet Fund" to expend the interest annually to purchase
new books.

Sarah L Whirmarsh Fund ( 1935): Outright gift to Beverly Public Library for support and mainte~tance. 1959 opinion of the City
Solicitor "The said bequest is a clear unequivocal outright gift... to the Beverly Public Library... Trustees ....by majority vote, may
use the principal ... for any Library purpose at any time."

Dear Mrs. Bender:
The Board of Library Commissioners is pleased to announce that at its meeting of January 12, 1995, the City of Beverly was
certified and awarded State Aid to Public Libraries grants in these mounts:
FY9S Library Incentive Crant (LIe) ................................$14~391.75
FY95 Municipal Equation Crant (MEC) ..................... $10~591.32
FY95 Non-Resident Circulation offset ............ $1,636.22
The State Treasurer's office will issue a check including the State Aid to Public Libraries' sum of $ 26,619.29 within
the next several weeks.
When certifying Beverly, the Board reviewed the library's compliance in FY94 with the minimum standards of public
library service and the municipality's compliance in FY95 with the program's appropriation requirement.
The State Aid to Public Libraries program is funded through Chapter 60, Acts and Resolves of 1994 which notes that
the grants, ... shall be expended by the public library ... without appropriation... ,, Consequently, the FY95 grants
cannot be counted as part of municipally appropriated funds when measuring compliance with the appropriation
requirement.
A letter has been sent notifying the treasurer in your municipality that the Board has asked the State Treasurer' s office
to issue Beverly a check for the above awards.
