2000-01-20City of Beverly, Massachusetts Public Meeting Minutes Board: Board of Health Subcommittee: Date: January 20, 2000 PlaCe: Beverly Public Library, Program Room Board members present: Dr. Frank Carbone, Jr., M.D, Norman Spector and Peter Hersee. Board members absent: Others present: William Burke, Director of Public Health, and Thomas Scully, Director of Community Services. Recorder: Judith Balboni The meeting was called to order at 7:35 a.m. The Board reviewed and accepted the minutes of the December 16, 1999 meetings. New Business Household Hazardous Waste Day is scheduled for Saturday, April 29, 2000 at the High School. The Hazardous Waste Oversight Committee Meeting will meet on January 27, 2000 at 7:30 a.m. at Council on Aging Building. Discuss contract issue, waste oil and product take- back. Mr. Burke will update the Board. The Coastal North Shore Boards of Health Collaborative received $88,079.04 additional tobacco funds to be primarily used for enforcement activities and $28,000 for outreach activities. Copies of Environmental Tobacco Smoke & Youth Access Kegulations were printed. Collaborative staff to begin visiting food establishments & work places to educate and provide them with copy of regulations, answer questions, and get a feeling of any potential variance requests. An inspection form has been developed. Regarding the tobacco money, the general feeling is more money should be spent for health and prevention rather than for compliance. Think about inviting State Representative Michael Cahill and Senator Fred Berry for breakfast meeting to discuss how we can get help from State. The Board reiterates its belief that a Health Educator may be needed to work with the schools and the community as a whole. Mr. Scully to look into potential grants funding for such a position. The Board suggests putting together a job description for a Health Educator. As body piercing and tattooing is becoming more fashionable, Mr. Burke wishes to review thoughts and any old regulations that the Board may have regarding such practices. It is the Board's opinion that body piercing is dangerous to users and the public needs to be educated on this practice. Mr. Burke suggests be proactive vs. reactive. The Board asked Mr. Burke to obtain regulations from other communities. With water and sewer fees rising, more requests are for private water wells. Mr. Burke suggests that the Board consider a private well regulation. Old Business Stop & Shop Co. at Enon Street has begun to implement mitigation procedures as discussed at the previous board meeting to minimize objectionable conditions caused by late night/early morning deliveries and maintenance. (See correspondence) Director' s Updates Meeting on January 19, 2000 at Beverly Hospital - Re: Directory of Community Benefits. The hospital would fund a directory covering the North East Health Systems service area. Representative Cahill visited the Dental Clinic to see it in operation. Recent oral health coverage-deficiencies by Mass Health led to discussions on making it easier for community based clinics to obtain licensing & reimbursement from Mass Health in a cost-effective expedient manner. Board ofHeaith & Hazardous Waste Oversight Committee partnered with the School Dept. for application of a grant to obtain training and financial assistance to help schools inventory and manage chemical products in an academic setting. Laine Chase, 63 Ober Street - Court on January 18, 2000. Septic System Design Plar~ approved, Continued to February 8, 2000. Must have contract with licensed installer by that date. There will be a brief meeting at the library on Wednesday, January 26, 2000 at 6:30 p.m. The February meeting is scheduled for February 17, 2000, 7:30 a.m., at the Senior Center.
