Cole Others present: Recorder: Florence A. Luther October 20, 1970 9 A.M. Mrs. Mary E. Flynn of the Bureau of Library Extension met with the members of the Board to explain the Library Service and Construction Act - now in effect until June 1971 - must be extended by Congress. Federal grant must be matched. Ratio is 75/25 if enough Federal funds are available. Application and program statement discussed. Also, consultants and architects. Site must be described and a copy of deed submitted. This will be checked by the U.S. Army Engineers. Statement regarding finances. What proof City government behind project. The importance of professional help, contractor clauses, and filing periodic reports was stressed. Suggestions: Figure stack space for 50,000 population. How much useable space. Ramp and elevator. Stress all-purpose room rather than auditorium. National Standards are to be met if Federal grant received. Grant can be held only 12 months.
