Brindle, Diane J. Costa, Margaret L. DeSantis, Margaret C. Goodwin, Nell B. Olson, and Helga Senko Board members absent: Katherine L. Fanning, and Nathan T. Shindler Others present: Recorder: Sheila Glowacid Regular Meeting Beverly Public Library - Board of Trustees January 13, 1992 7:30 PM Present: Nancy Bender, Edward Brindle, Diane Costs,, Margaret DeSantis, Margaret Goodwin, Neil Olson, Helga Senko. Also present: Thomas Scu!ly and Sheila Glowacid. Nancy Bender presided. Margaret Goodwin moved that the minutes of the previous meeting be approved. Motion carried. Communications: 1 ) A letter was received from the Swampscott Board of Trustees with a proposal that NOBLE membership fees be assessed by the amount of use. The letter was placed on file. 2) In the FY 93 Budget for the Board of Library Commissioners, Gov. Weld has decreased the telecommunications line item by 90°,4. It this were to go through, NOBLE libraries would have to pick up the cost. 3 ) The Governor would also like to eliminate the categorical grant program and give all money to cities in a block. Neil Olson moved that the trustees send a letter to Gov. Weld in support of the B.L.C. position on this issue. Motion passed. Report of the Librarian: 1 ) There was a discussion of the Americans with Disabilities A~t and how it will affect the operation of the library. We will be making an assessment of handicapped barriers to using the library. 2) The Director and Assistant Director spoke to a collection agency (TransWo~d)concerning overdue books. This particular agency has a special program it uses with h'braries and the Director requested that the Administration Committee to representative about the program. 3) A series of meetings has been set up between the school and public librarians to foster communication and cooperation. The hTwary has been put on the school's delivery system route. Fax machines have been placed in the High School and will also be going into the Middle Schools so that we may fax magazine articles. There is a committee in NOBLE to try to bring the school libraries in as members. Tom Scully and Dee Hanley from Reading are on the committee and writing a grant for the project. The Assistant Superintendent of the Beverly Schools is very interested in the project. 4) The Dalton House has been sold to John Archer for $1. 5) The scheduled move date for to the Hatdie Building is mid February. There will be five days that the library will be closed. The Farms Branch hours will be expanded during that week. Committee reports: Long Range Planning: In place of the regular monthly meeting in December, the Long Range Planning Committee met. Nancy Bender put together a portfolio of fund raising projects from other libraries and brochures. Fund raising was discussed to ereate an endowment for books. Margaret Goodwin mentioned Joanne Patton who has done fund raising for non profits and suggested that we talk to her. Finance: The mayor has requested that the departments submit a level funded budget. With the rising costs of services and step increases in salaries, the funds will have to come from either books or part time personnel. After discussion, Mr. Brindle said that the Finance Committee will recommend a level funded budget accompanied with a letter describing the reduction in services that will result. Nell Olson moved that we request a supplemental appropriation from the city that will allow us to qualify for state aid. Motion passed. Possible cuts in hours were discussed. The Director will present recommendations at the next meeting. Meeting adjourned at 9:00 PM. Next meeting will be held on February 24. Sheila Glowacki = Recorder
