Fanning Others present: Recorder: Sheila Glowaeki Regular Meeting Board of Trustees -- Beverly Public Library September 23, 1991 7:40 PM Present: Nancy Bender, Edward Brindle, Diane Costa, Margaret DeSantis, Margaret Goodwin, Neil Olson, Helga Senko and Toby Shindler. Also present: Thomas Scully and Sheila Glowacki. Nancy Bender presided. Disposition of the minutes of the previous meeting: Edward Brindle moved that the minutes of the previous meeting be accepted. Motion passed. Committee reports: Personnel: No report. Administration: No report. Finance: No report. Long range planning: The Board of Aldermen passed an ordinance proposing a ten year capital improvement plan, and requested that each department submit a plan to them. In response, our long range planning committee met and drafted a statement of long range needs and submitted it to the Aldermen. We have not had any response. Report of the Librarian: 1) Circulation report was passed out. It was noted that statistics for July and August have increased significantly over the last ten years. Reasons for this was discussed. 2) Concerning the building, up until early August the State Library was being told that the library projects were going to be funded according to the contracts. Sometime in early August somebody in the State Administration and Finance Department realized that the state was committed to more capital spending than the Wall Street people would allow them. So the state hastily decided to dump $200 million worth of spending In the library program someone made thejudgement that any library that was not under construction they would postpone, not cancel, the program payments until next year. This decision affected Beverly, Arlington, Attleboro and Waltham who did not have a hole in the ground but had spent much money in planning. So the four communities have mounted a lobbying campaign to get this money released this year. Final bids for our project will be open this Thursday. We opened the first round of bids last week and the bids came in below the architect's estimate. If the bids continue to come in at this rate, the building as planned will come in below the $6 million. The Board of Aldermen had approved the purchase and sale agreement for the Dalton property but when they received the news that the money may be held a year, Alderman Vagos got the Board of Aldermen to rescind the purchase and sales agreement and the matter is now tabled. What we need is assurance from the state that the money is indeed coming. 3) Conceming closing the children's room at night, if we cannot be in the Hardie School by December, we will have to close the children's at night because we will not have the funds to staff it. Communications: 1) M.T.L.A. dues notices were received. 2) Anote from the Mildred Albert family was received. The next meeting will be Monday, October 28, 1991. Meeting adjourned at 9:45.
