The meeting was called to order at 7:35 a.m.
The Board reviewed and accepted the minutes of July 27, 2000 meeting.
Mr. Burke presented an update to the Board regarding Tobacco Collaborative. They have been
visiting restaurants answering any questions relating to the upcoming September 1st smoking ban.
Also, tobacco sales compliance checks were conducted; six sold, 2 were repeat offenders.
Warning letters were sent to Getty Gas, (Cabot St.) Texaco, (Dodge St.) Lil' Peach, (Essex St.)
Sonny's Mobil, (Essex St.). Gloria Chain and Walgreen's were repeat offenders and were fined
$100.00.
Mr. Spector questioned if the salesperson was a repeat offender or not and if there is a way we
can monitor that.
Mr. Burke informed the Board that September 18th would be the last working day for Public
Health Nurse, Joanne LeClerc and a reception will be held on September 14th.
The Depot Restaurant was granted a variance allowing smoking in bar which is not completely
enclosed due to handicap accessibility but a 30' hallway and separate ventilation system are
expected to prevent smoke from entering dining room. Also, the bar menu needs to be limited.
The Wild Horse Cafe received a variance for 1 year. It is not able to physically seal off its cigar
bar from restaurant, but intend to install two air-cleaning systems that should prevent smoke from
entering restaurant area. They do not own the building and cannot modify it. Mr. Burke to
monitor effectiveness. Motion made by Dr. Carbone, seconded by Mr. Hersee, vote unanimous.
The Anchor Pub also received a variance or an extension. The pub is in process of building a
separate bar section and it will not be completed until the end of September. The Board agreed to
grant extension as owner had applied back in March and construction won't be finished on time.
Only 1 month extension granted. Expiration date October 1, 2000. A motion was made by Mr.
Hersee, seconded by Dr. Carbone, vote unanimous.
The annual flu clinic was discussed. Due to the vaccine coming in late by State, the clinic will not
be scheduled until November. High risk over 65 should be given first priority.
A job description is being worked on for the public health nurse position. The Board expressed
support for the proposed description making the position more community health oriented and
less school based. Mr. Scully & Mr. Burke to inform the Mayor. Mr. Burke to add Dr. Carbone's
suggestions to duties.
The next meeting to be scheduled.
