Todd Rotondo joins the meeting. President Paul Guanci reads the introduction to the virtual meeting due to the .state of emergency caused by COVID -19, stating that the meeting. will be recorded and streamed live on Channel 99 and BevCani's youtube channel. BevCam will also provide captioning for this meeting and all following airings of this meeting. The Council tales a'roll call vote to move out of subcommittee voting to the full Council. Guanaci introduces an election update from Christine Dixon. Dixon explains the new socially- distanced procedure for voting in the hallway. at City Hall which fiinctions one -way. Dixon states that they currently have ample volunteer help. Stacy Ames j oins the meeting, Dent states that Beverly City Council August 24, 2020 Meeting Minutes Page 2 of 5 they are waiting on schools to let them in to take pictures to sketch out the setup for voting. Guanaci reads a compliment post on Beverly's Facebook page for the ease of the early voting procedure. Approval of Minutes Flowers moves to accept the minutes for the Regular Meeting on July 14, 2020. Seconded by Houseman. The motion carries 7 -0. Communications from His Honor the Mayor #165 AN Additional $87,500 of Municipal Vulnerability Preparedness (MVP) grant funding. From the Massachusetts Office of Energy and Environmental Affairs. Houseman moves to approve the grant. Seconded by Flowers. The motion carries 7 -0. #166 Grant A 5,000 Grant from the Massachusetts Cultural Council (MCC) to creat a Sidewalk Poetry Program on Cabot Street. Houseman moved to approve the order. Seconded by Ames. the motion carries 7 -0. #167-Grant-$165,909.09 from the Assistance for the Beverly Fire Department to ensure Communication capability internally and with all departments. Houseman asks if there are any members of the Administration who can answer question about the radio. Guanci states that no members of Administration are present. Houseman moves to accept the grant. Seconded by Flowers. The motion carries 7 -0. #168- Transfer from FY2021 Reserve for Unforeseen account in the amount of $150,000 -11 Charles Street Houseman moves to set the hearing for September 8, 2020 at 7:30 p.m. Seconded by Flowers. The motion carries 7 -0. #169-Grant-7,500 grant from the Federal Library Services & technology Act & Mas B oard of Libraries Commissioners for health and wellness. Houseman moves to approve the grant. Seconded by Ames. Communications, Applications, and Petitions #171- City Clerk - Warrant for the September 1, 2020 Primary Election Flowers moves to approve the City Clerk's warrant. Seconded by Houseman. The motion carries 7 -0. #172- City Cleric- Recommendation for Clerk of Committees, Assistant City Clerk, Christine Dixon Houseman moves to approve Chrstine Dixon as Clerk of Committees. Seconded by Flowers. The motion carries 7 -0. #173- Finance Director Bryant Ayles- Approval to use FY2021 funds to pay two prior invoices totaling; $17,353.32 Houseman moves to approve the order. Seconded by Ames. The motion carries 7 -0. #174- Sergeant Michael Henebury- Request to amend the current city ordinance Section 270 -41 Parking Prohibited at all times. Striking; out Dane Street South Side from Lovett Street to Lathrop Street and inserting Dane Street South Side from Hale Street to Lathrop Street. Guanci refers the order to the Committee on Legal Affairs. #179 - Airport Manager - Transfer of Existing Lease Agreement Houseman moves to accept the late file on #179. Seconded by Flowers. The motion carries 7 -0. Guanci refers the order to the Committee on Finance and Property. Seconded by Ames. The motion carries 7 -0. #181- Hawkers & Peddlers Roman Price Houseman moves to accept late file for #181. Seconded by Flowers. The motion carries 7 -0. Houseman expresses his hesitation on the notes reckless driving offense seven years ago, stating that thus role involves drive around Beverly. Rand states that this information is not required by Beverly's hiring policies. Houseman and Ames express that they are still concerned about this offense given the responsibilities of this position. Guanci refers the order to Committee on Legal Affairs. #180- National Grid -Plan #29850210 Hillside Avenue and Bridge Street Houseman moves to accept late file on order #180. Seconded by Flowers. The motion carries 7- 0. Flowers moves to set the public hearing for 7,20 p.m. on September 8, 2020. Seconded by Feldman. Gloria Bouillon explains the transfer plans for the existing lease. Houseman moves to approve the Mayor and Bouillon's request. Seconded by Ames. The motion carries 7 -0.
